2/4/2020 9:48:47 PM
Early Times Report

Kathua, Feb 4: Former Minister and Senior congress leader Dr Manohar lal Sharma on a 2 day tour of backwards area of billawar constituency visited different villages of lahri, Daliyan, Khog, Dharlata, Tumbu where he met various delegations comprising of different villages. During the meeting with a delegation of RBA from rajwalta, agli dhar, najote, baggan, joothana people showed their resentment and deep anguish against the order passed by LG govt, as their reservation was reduced to 10 % as compared to previously 20%. Listening to them Manohar said more than 20% population of UT is residing in backward far flung areas and don’t have easy access to education, and other facilities. Seeing this the previous government has given 20% reservation to people residing in far flung backward areas to bring them at par with people residing in urban areas. Dr Sharma said majority of the area of kathua district comprises of backward area and government should have seen this thing before taking such decision.
Dr Sharma also welcomed 4% reservations for Paharis but insisted that people residing Bani, basohli & part of billawar, Ramnagar, chennani, reasi belt should also be considered as paharis and these areas are far flung areas where as bani is 100% Pahari land.
Manohar also said as per the notification by LG administration total reservation is coming 56 % which is unconstitutional. He said in many judgements of Supreme Court in number of cases where it was told that reservation shouldn’t be above 50 % where as J&K govt has notified 56 % which was further add to exploitation of youth from general categories.
On 10 % reservation to EWS Manohar said that this is mere a eye wash with people. He said on one side Govt. notifies 10 % reservation to EWS but on the other genuine people who apply for EWS certificates are not been issued the same. He said if the administration is really serious on uplifting EWS of the society then they should issue the certificates to the genuine people at the earliest.
