KISHTWAR, Feb 4: In order to reach out to the people at grass root level, team of senior officials of District Administration Kishtwar under the supervision of Deputy Commissioner Angrez Singh along with ADC Pawan Kumar Parihar, ACR Dr. Amir Hussain, ACD Kishtwar Kishore Singh Katoch, senior officials of District administration of various departments today held a detail interaction with the Sarpanches and Block Development Counsels Chairpersons and brief them about the government initiatives with regard to the development on ground.
As per the details available with Early Times, the Panchayat members raise various public issues mostly confined to absenteeism culture government offices added that the majority of the employees particularly from health, education, Animal and Sheep Husbandry and other allied department.
The Chairman of Marwah and Warwan blocks inform DC that no government office functions in these two blocks added majority of these offices are stationed at Kishtwar headquarter.
The said that despite repeated request to shift these government offices to Marwah and Warwan, nothing has been done.
They also raise the issue of major ration scandal in Marwah where in four months ration quota has been embezzled by the officials of the department. They said that the concern TSO Marwah did not pay any heed to their request and are putting bizarre explanations over the issue and called for in-depth inquiry into the matter.
The also raise the issue of non availability of communication facilities and called for making V-Sets at Marwah and Warwan functional so that the department could functional without any hindrance.
The Chairpersons and Sarpanches also raises the issue of shortage of staff, facilities and slow pace of developmental works on ground.
Some Chairpersons also inform the meeting that some of the employees had put their mobile numbers in black list and urged upon the administration to ensure that all the departments functioned at respective station from March onwards.
They also raise the issue of increase in electricity tariffs, beside also shows concern over bypassing them while making payments under MGNREGA.
The Sarpanches is inform that majority of them are not aware about the payments made by the RDD officials despite they are the signatory to the bills and payments made thereof and called for bringing transparency in making the payments under MGNREGA.
The Sarpanches also raise the issue in delaying the payments under 14th FC plan beside also raise the issue of non availability of drinking water and supply of unhygienic water in Nagsini area.
While underlying the importance of the PRIs, DC Kishtwar calls for implementation of all the government run schemes on ground and called upon the PRIs to inspect the offices, check attendance of staffs and other developmental works on ground and requested the PRIs to communicate with his office through written document.
He also directed strong action against the absentees employees and order for immediate withholding of their salaries.
CMO inform the meeting that explanation has been sought from absentees NHM doctors added that the action will be followed by their termination.
DC Kishtwar also inform the meeting that on the bases of lot of complaints against the RDD department, particularly again the GRS— Chief Secretary BVR Subramaniam has categorically directed for termination of the services of all the non performing GRS and called for fresh recruitment of GRS for smooth functioning of the department at grass root level.
DC Kishtwar also called for regular inspection of government offices including schools, Anganwari centers so that the functioning of the various departments could be improved on ground level.
