BMO Billawar relieves all employees except Sanitary Inspector

Jammu, Feb 4: The repeated directions by government to relieve all the attached employees, have reportedly fall on the deaf ears of the lower rung officials, who on one pretext or the other succeed to continue with the attachment of some blue-eyed employees.
The recent case is of a Sanitary Inspector, attached at SDH Billawar, who was not relieved despite order of Director Health Services Jammu as well as Chief Medical Office Kathua.
According to the documents, the CMO Kathua had issued an order no. CMO/K/7639-40, dated 27/1/2020 in which it was mentioned that in-spite of various government orders to detach all staff attached from periphery institutions, these employees were not relieved. The recent order was issued by Director Health Services Jammu number DHSJ/Adm/12883-96 dated 7/12/2019, which called for detachment of all the staff, but despite that order 31 attachments were observed in Block Billawar.
The order further reads, consequently the following officers are immediately attached and directed to report back to their original place of posting with immediate effect.
These officials and employees include Dr. Vinod Mehra, Dental Surgeon, who was attached at SDH Billawar but his original place of posting was Primary Health Centre Goduflal. Sanitary Inspector Rajeev Kumar Padha, whose actual place of posting was Dy CMO office Kathua but was attached to SDH Billwar, Surjeet Singh Senior Pharmacist, whose actual place of posting was MAC Kishanpur but was attached at MAC Mandli, Naresh Kumar junior pharmacist, whose original place of posting was S/C Durang but was attached at MAC Kishanpur, Gulshan Kumar Senior Pharmacist, whose actual place of posting was MAC Mandli but was attached to PHC Kohag, Surinder Kumar Sup. Pharmacist whose original place of posting was PHC Kohag but was attached to PHC Bhaddu, Nand Kishore whose original place of posting was PHC Bhaddu but was attached to NTPHC Sukral and Parvez ahmed MMPHW, whose original place of posting was S/C Bhid but was attached to SDH Billawar.
After getting the CMO’s order the Block Medical Officer Billwar sent a communiqué vide order number BMO/BLR/EST/2931-34 dated 28/01/2020, in which it was apprised to CMO that all the other employees /officials have been relieved except Rajeev Kumar Padha (Sanitary Inspector).
The BMO’s order reads, “.........all employees were relieved except Rajeev Kumar Padha (Sanitary Insepctor), which is retained for some more days with the plea that the said employees is in possession of various charges and is also assisting the administration and establishment section for its smooth functioning. Hence it is requested to your worthy goodself to kindly accede to my request and allow me to retain the said employees for some more days till some alternate arrangement is made.”
Raising question over the BMO’s letter, officials said that in government offices there were officers/employees for every section but usually the senior officials were making excuses to retain posting of their favourite employees due to reasons best known to them. “Government should initiate a detailed enquiry and take appropriate action against all those officials and employees who have been dodging the government for various reasons”, the official said.
Chief Medical Officer Kathua Ashok Choudhary said that the request of BMO Billwar has been rejected and a new communiqué has been forwarded to relieve all employees/officials including Sanitary Inspector. The CMO said that there were sufficient employees including clerical staff posted at SDH Billawar but a sanitary inspector was also deputed for clerical works, despite the fact that there was no post of Sanitary Inspector at SDH Billawar.
