Jammu, Feb 11: Even during Lieutenant Governor’s rule in the Union Territory, the Higher Education department has refused to implement transfer policy for college faculty members as influential continue to stay in city colleges, while some of them after their brief stay in peripheral colleges have also managed their return to choicest colleges.
Sources in the department informed Early Times that the Higher Education department has transferred several Assistant Professors in the past one and half month and some of the transfer orders were uploaded on website, while remaining individual orders have not been uploaded, to avoid any scrutiny.
“The department has reportedly prepared another transfer list according to which some of the influential faculty members have reportedly got themselves adjusted in their choicest colleges”, sources said, adding that the transfer policy of the department was openly violated in the preparation of the new list.
According to the transfer policy of government, “the minimum tenure of an employee at one station shall be two years and a maximum of three years”. But most of the transfer orders issued by department are in total violation of the transfer policy, while some of the influential didn’t fall under the preview of this policy and have been enjoying overstay for decades together.
“Some of those faculty members, who have no political influence are arbitrarily transferred or overstay in peripheral areas for years together”, sources said, adding that neither the state governments nor the Governor and not LG led administration has able to rectify the policy.
The violation of transfer policy could also be found in last few transfer orders in which some faculty members had shuttled from one city college to another while some had managed to return back to city colleges after staying for few months in peripheral colleges. Some of the Assistant Professors who shuttled within few kilometres include Rajesh Kanth and Yash Paul who swapped their positions between GCW Gandhi Nagar and Parade as per the transfer on 1/1/2020.
Though city colleges already have excess of faculty members but as per the transfer order, many faculty members had managed their transfer from peripheral to city colleges and these include Balbir Kumar, who was transferred from GDC Kathua to GDC Parade, but his salary was to be drawn from Kathua. Rajinder Singh was transferred from GDC Reasi to GCET Jammu, Randheer Kour who was under order of transfer to Batote was transferred to GDC Bishnah.
College Teachers Association president Rakesh Jasrotia said that the Association had expressed resentment against non-implementation of transfer policy. Association had taken up the issued with Secretary as well as Advisor to Governor and had appealed to rationalize the transfer policy and ensured that rules would be same for all.
