SRINAGAR, Feb 11: The people at helm have made it a habit of issuing orders for smooth functioning of the system and then dumping the orders thus providing an opportunity for the corrupt and tainted to be placed at higher posts in the different government departments.
In May 2019 the vigilance section of General Administration Department (GAD) issued an order directing the Principal Secretary, Health & Medical Education department to give non-sensitive posting to such public servant against whom prosecution has been sanctioned and the public servant is in service as on date.
Despite the issuance of this order a medico who was found involved in a corruption case with a First Information Report (FIR) registered against him continues to call shots at Government Medical College (GMC) Srinagar. The doctor in question is Dr. Waseem Qureshi, Registrar Academics GMC Srinagar. “The J&K State Vigilance Commission vide Communication No. SVC/Genl/44/2018 dated 20/12/2018 forwarded the list of such public servants against whom sanction for prosecution has been accorded and has recommended that such public servants may not be posted on sensitive posts. The recommendation of the SVC has been considered and approved by the Competent Authority,” reads the order OM No. GAD (Vig) 02/2019 dated 20/05/2019.
The order further reads, “Accordingly, I am directed to request Principal Secretary to the Government, Health & Medical Education Department to give non sensitive posting to such public servant against whom prosecution has been sanctioned and the public servant is in service as on date.”
“Further the department is advised to categorize and notify the postings in the Department as Sensitive and Non-sensitive and share the list with General Administration Department within a fortnight for perusal of the Competent Authority,” reads the order issued by Deputy Secretary, Vigilance Section GAD, Civil Secretariat.
Going by the order Dr. Waseem Qureshi should have been given some non-sensitive post, but that was not to be. He was given the all important post as well as responsibility of Registrar Academics GMC Srinagar.
Dr. Waseem’s name is mentioned in the FIR number 28/2010 lodged by Vigilance Organization Kashmir (VOK).
The case pertains to the time period when Dr. Waseem was the Medical Superintendent of Shri Maharaja Hari Singh (SMHS) hospital, an associated hospital of GMC Srinagar. Along with Dr. Waseem some other officials of SMHS hospital are named in the FIR. These include Mohammad Amin Nazki and Shahid Majid Kakroo. While Amin was Junior Assistant at that time, Shahid was the Accounts Officer, SMHS hospital Srinagar.
“The post of Registrar Academics, GMC Srinagar is a sensitive post and not non-sensitive one. He should not have been given this all important responsibility, but that has happened. The present dispensation led by Lieutenant Governor Girish Chandra Murmu should intervene in the matter and take the corrective measures,” said a group of medicos while sharing views with Early Times.
