Govt to set up complaint boxes in Panchayats to redress people’s grievances

SRINAGAR, Feb 15: To strengthen grass root level democracy, Jammu and Kashmir administration is going to set up complaint boxes in all Panchayats to redress people’s complaints in the new Union Territory.
An official of Rural Development Department said the step is being taken so that government gets feedback from grassroots about the performance of Panchayat system in the new Union Territory.
He said on the directives of Lieutenant Governor Girish Chandra Murmu, a complaint box is being established in every Panchayat Halqa of the new Union Territory. “People can give feedback about Panchayat system and about utilization of funds in various developmental works including which were identified under Back To Village programme,” the official said.
The official said government has also decided to constitute inspection teams to ensure 100 percent attendance of employees at the Panchayat level.
Divisional Commissioner Kashmir has also directed that a particular mechanism be adopted for opening of drop boxes installed in all Panchayat Halqas and ensure that the complaints, grievances, suggestions received are properly disposed off and no grievances remains unattended.
“Besides the complainant is being responded through letter and informed about the action taken on this complaint. District Development Commissioner shall regularly monitor the execution of Back To Village works and ensure their completion by March 2020,” Divisional Commissioner has directed officers.
As per the documents, DCs have also been directed to constitute teams in order to ascertain the punctuality of officials at sub division block level. “Divisional Commissioner directed DCs to involve Block Development Council chairpersons, Sarpanches, Urban Local Body members at the grassroots level and plan formulated identification of works and also supervision of works,” the documents read.
Jammu and Kashmir administration has released Rs 50 crore for works identified during ‘Back to Village’ programme 2.0 held in last week of November last year.
“Officials have been told to work on developmental projects like power, sanitation and roads. People at Panchayat Halqas can also give feedback about all these works through complaint box,” an official of Finance Department said.
Government has directed the officers to maintain records of works and ensure transparency in utilization of funds.
