Govt orders Rapid Visual Survey of identified buildings under NSRMP

JAMMU, Mar 13: The government of Jammu and Kashmir on Friday has ordered conducting of Rapid Visual Survey (RVS) of identified buildings by team of Engineers from National Diaster Management Authority, New Delhi and Consultants (Designed Development Forum-Agha Khan Development Network) under the National Seismic Risk Mitigation Program (NSRMP).
Conducting of Rapid Visual Survey of identified building will be done under the reference received from Department of Disaster Management, Relief, Rehabilitation and Reconstruction.
The order reads, “The officers Listed at Annexure-I shall extend full support and cooperation to the visiting team of Engineers from National Disaster Management Authority, New Delhi, accompanied by consultants of NDMA (Design Development Forum—Aga Khan Development Network Joint Venture) to the priority buildings identified by the Department of Disaster Management, Relief, Rehabilitation & Reconstruction under NSRMP w.e.f. March, 2020, onwards for undertaking Rapid Visual Survey”.
Further, during the site visits the team shall conduct site survey; take measurements/ samples/ pictures/ videos, etc., of the identified buildings as part of their feasibility study for undertaking retrofitting works of the identified buildings, under the NSRMP. The team members shall carry a certificate duly signed by Secretary to Government, Department of Disaster Management, Relief, Rehabilitation and Reconstruction along with Identity Cards issued to them by the consultants of NDMA.
Further, the visiting team members shall share schedule of their visit In advance to respective Nodal Officers of the departments through Sunll Kumar, KAS, Additional Secretary to Government, Department of Disaster Management, Relief, Rehabilitation & Reconstruction (Phone No. 9419258788) who shall be the Nodal Officer of the Department of DMRRP for the said visit.
As per the order there will be 25 Nodal officers which will identify priority buildings. As per the order, Director General of Police will identify buildings of Police Headquarters at Jammu/Srinagar, DGP Prisons will identify Identified buildings of District Jails at Pulwama, Srinagar,Baramulla, Kupwara, Doda, Kathua, Kishtwar, Rajouri Udhampur and Anantnag. DGP Fire & Emergency will act nodal officers of Identified Buildings of Fire and Emergency Stations at Jammu, Pulwama, Ganderbal, Srinagar, Kathua, Kulgam, Samba, Shopian, Doda, Poonch, Rajourj Ramban, Reasi, Anantnag, Udhampur and Bandipora.
ADGP, SDRF & Home Guards will identify buildings at Jammu and Kashmir, Divisional Commissioners Jammu/Kashmir will identify complexes of Divisional Commissioner Jammu and Kashmir. Inspector General of Police, Jammu Kashmir will identify complexes of IGP Jammu and Kashmir
Deputy Commissioners of Jammu, Srinagar, Pulwama, Ganderbal, Doda, Kathua, Kulgam, Samba, Shopian, Anantnag, Bandipora, Baramulla, Budgam, Kupwara, Poonch, Rajouri, Reasi, Udhampur and Ramban will identify official complexes of Deputy Commissioners.
Director General, Youth Services & Sports J&K will identify buildings of Youth Hostel
Srinagar, Principal Government Medical College Jammu/Srinagar will identify Government Medical Colleges cum Hospital GMC Jammu/Srinagar, Director SKIMS will identify Hospitals Premises of SKIMS, Soura Srinagar. Superintendent of Police Jammu, Srinagar, Kathua, Kulgam, Samba, Anantnag, Pulwama, Ganderbal, Doda, Shopian, Baramulla, Bandipora , Budgam, Kupwara, Poonch, Rajouri, Reasi, Udhampur and Ramban will identify office complexes of SP’s. Commissioners, (JMC/SMC) will identify office complexes of JMC/SMC, Director, Airport Authority of India AAI Jammu Kashmir will identify Identified Airstrips /ATCs at Jammu Srinagar, Director Colleges, J&K will identify Colleges Jammu/Budgam/GanderbaI/Srinagar/Bandipora/Baramulla/Kupwara/Pulwama Poonch Ramban/Reasi. Director Estates, J&K will identify Civil Secretariat Buildings in Jammu and Kashmir, Director, Hospitality & Protocol J&K will identify buildings of Circuit Houses at Jammu Srinagar, Director, All India Radio AIR Jammu/Kashmir will identify Radio Stations at Jammu/Kashmir, Director Doordarshan, Jammu/Kashmir will identify Doordarshan stations at Jammu/Kashmir.
Director Health Services, Jammu/Kashmir will identify district hospital at Jammu/Srinagar/Ganderbal/BaramulIa/ Budgam/Kupwara/Poonch/Rajouri/Ramban Reasi and Udhampur.
Director School Education, Jammu / Kashmir will identify Identified School Buildings at Srinagar/Ganderbal/Bandipora/ BaramuIla/Budgam/Kupwara/Pulwama/ Ganderbal/Bandipora/Budgam/Jammu/ Poonch/Rajouri/Ramban/Reasi and Udhampur.
Chief Engineer PHE, Jammu/Kashmir Identified PHE installations(Over Head Water tanks, Chief Engineer R&B, Jammu/Kashmir Identified bridges over River Tawi & Jhelum, Chief Engineer EM&RE, Jammu/Kashmir Identified Towers & Electric Power Stations.
Principal, Govt. Polytechnic College, Ganderbal Identified Polytechnic College building of Ganderbal and Estates Officer, Raj Bhavan will identify Raj Bhavan, Jammu/Srinagar.
