5 years on, KAS officer continues to escape transfer

Anantnag, Mar 13: A KAS officer who is looking after one of the prestigious Tourism Development Authority in South Kashmir from last five six years continues to escape transfer by allegedly influencing some officials of General Administrative Department.
The officer, who was posted as Chief Executive Officer back in year 2015, has also allegedly made the Tourism Development Authority defunct as the officer virtually failed to contribute in making tourist destination under his jurisdiction attractive for visiting tourists. Sources told Early Times that the officer is famous for influencing the officers in civil secretariat. “Sometimes he would bribe officers by presenting them fresh trout fishes,” they claimed and said that officer also enjoys close proximity with politicians of all political parties as he pleases by benefiting them directly or indirectly. They claimed that under his watch, over hundred crore rupees were been spent on developmental works in the jurisdiction of his tourism development authority, however on ground nothing is visible. They said that officer has allowed violation of norms in execution of works and despite this being in known how of his senior officers no action was initiated against him and even wasn’t transferred.
Important to recall here, the officer during 2016 unrest had advertised works worth lakhs of rupees without consulting his engineering staff. After ‘Early Times’ reported the fraudulent exercise of officer, the works advertised by him were cancelled by then Deputy Commissioner Anantnag. The officer was also grilled by then Commissioner Secretary Tourism.
Sources revealed that norms were also floated in executing works. “22 lakh rupees were withdrawn for erecting some five garden umbrellas made of iron on one of the Amusement park,” an insider said.
They said that 150 feet long path with a width of 8 feet was laid in autumn season of 2017 and in 2018 it came off and developed cracks because the contractors known to the officials in the department are never held accountable and the nexus between the contractors and the officials is a cause of huge bungling which is rampant in the tourism developmental authority.
Anger is also brewing against the officer, tourism developmental authority staff particularly against Jammu and Kashmir Government. “We were expecting that this government will address our issues through this tourism developmental authority but nothing has changed and now the government even dodn’t have a competent officer for our tourism development authority who can bring some change,” a local resident said, however wished anonymity.
