Exclusion of works below Rs 3 Lakh from tendering process gives rise to corruption in RDD

POONCH, Mar 20: If one will start counting the notorious stories of corruption/scams of Rural Development Scams it will never end, however, now the Department has last year excluded development works which estimate below Rs 3 lakhs from tendering process, which creates a doubts as already the said department is notorious in different kind of scams.
Pertinent to mention here that introduction of tendering system in RDD is a good step but Rajouri District was never acted over, but exclusion works below Rs 3 dent the initiative taken to bring transparency and accountability. Govt had issued one order that all development works being undertaken under various schemes (excluding MGNREGA and 14th FC) of the department with an estimated cost of Rs 3 lacs and above by the Rural Development Department shall be put to tenders before execution to ensure competiveness in quality and rates. As per order further said that BDOs shall submit the list of works/material required to be tendered to the concerned ACD's, who after proper scrutiny shall direct the concerned XEn to put them to tender.
The most of the rural works will now conclude under Rs one lakh, as the department shall start framing estimates below 3 lac in parts as the competent BDOs did in the case of SGRY 1 & 11 by getting maximum of works executed under 25,000 to 50,000 & made payments on their own level without approval of Xen. Presently many works involving amount of in crores are going in Poonch & Rajouri district without tenders is a matter of enquiry. The authorities should bring the ongoing works under departments Govt order no 267-RD&PR of 2019, otherwise the said order issued by the Govt shall prove as an eye wash again
