LG’s directive for rationalization of staff in Govt schools
Along with schools, rationalization of staff in colleges is of utmost importance

Jammu, May 7: The recent directions of Lieutenant Governor GC Murmu for rationalization of staff in government schools is delayed yet a welcome step and holds great significance for the government degree colleges of both the provinces of Jammu and Kashmir, where large number of teaching faculty have been overstaying in urban colleges, while rural colleges have been deprived of the staff.
Reviewing the functioning of education department two days back, LG GC Murmu, while citing the lopsided teacher-student ratio in most of the government run schools, had given instructions for rationalization of staff in government schools so that adequate number of teachers would be available in rural areas. Though Secretary of Higher Education department was also present in the meeting, but the similar lopsided scenario of teacher-student ratio in Government Degree Colleges (GDCs) was not discussed at all.
“Similar to the condition of government schools in city areas, most of the colleges in urban areas have been overcrowded by the teaching faculty members, who have been overstaying in these colleges for decades together”, sources said, adding that during popular governments and even during Governor rule, these influential teaching faculty members managed their stay in the city colleges by one or the other way.
Officials further said that as LG had rightly pointed out that teacher-student ratio in city schools was not proportional as in city schools for less number of students there were many teachers while in rural schools, for a large strength of students, the number of teachers is very less.
“Such grim scenario in government schools or government degree colleges is the result of faulty implementation of transfer policies by the successive administrations. The influential teachers or college lecturers have been managing their stay in city institutions while the non-influential teaching faculty has to stay in rural areas. The transfer policy had been implemented on only non-influential lot while no transfer policy for influential chunk of teaching faculty”, an official said.
The teaching faculty members further said that time and again in response to Right to Information (RTI) applications, the department of Higher Education has furnished details, in which a long list of influential faculty members was found, who have been managing their stay in city colleges for decades together but despite exposure nothing was done so far.
“Even Secretary of School Education had recently said that teachers in city schools have managing stay through political influence, which needs to be done away with. He was true and similar is the condition in government Degree colleges, where overstaying faculty members have been in city colleges while the rural area colleges have been run by contractual faculty members. It is the result of the transfer-industry operational in higher education department, which should be stopped at any cost”, a senior official said, adding that if during the LG’s rule, the transfer industry in Higher Education department would not stop, then there are bleak possibilities that it would stop in future.
