Transfer orders issued twice by PHE Department ignored

JAMMU, May 8: A draftsman from PHE department has been overstaying in Rural Engineering Wing (REW) of Rural Development Department since 2012, and despite repeated orders of his transfer, issued by his parent department, the official time and again managed to stick at the same place.
According to sources, the official was sent on deputation by PHE department to Rural Development Department on October 2012. “The official was posted in the office of Executive Engineer, REW Rajouri on 16/02/2013 by then Director RDD Jammu SA Raina. However, his parent department, then had twice transferred him at different places in papers only, as the official has not been relieved by his Drawing and Disbursing Officer (DDO)”, sources said. “The draftsman presently on deputation to Rural Development Department is hereby recalled and posted in PHE division, Rajouri against an available vacancy”, Govt order no PW/PHE/NGK/87/2016, issued by Commissioner Secretary PHE/I&FC, Khurshid Ahmed Shah, divulged.
Sources said the official instead of joining new place of posting managed to stay there. “On 20/01/2020, the Government issued another order vide no 30-PW-(Hyd) of 2020 posting the official in office of Chief Engineer PHE Jammu for further posting. In this order total 22 junior engineers and draftsman were shifted by the department, but the official remained stick to same post, as was not relieved by his boss”, they added.
Executive Engineer, REW Rajouri Noor Ali when contacted said that official was not relieved because his transfer order was rescinded by the competent authority. “The official was called back by the PHE department, but later the order was rescinded by the competent authority, so the official continues to work here”, he added.
