‘Blue-eyed’ Supervisor gets appointed in Kashmir, shifted to Rajouri

RAJOURI, June 8: The post of Supervisor in any ICDS project in the Social Welfare department in the union territory of Jammu & Kashmir is ought to be localized and a person of the home district is appointed on this position so that the official delivers to the best possible level.
However, in bizarre violation of rules and regulations a resident of this district by the name of Basharat Chaudhary was appointed as Supervisor in an ICDS Project in Kashmir. The appointment of Basharat is in contravention of laid down rules and regulations, but there are many twists to this tale.
Sources told Early Times that then Mission Director Social Welfare attached him with his office at Jammu. After some months this ‘blue-eyed’ Supervisor was sent to the ICDS Project Rajouri and after remaining posted there for some time he was sent to the ICDS Project Nowshera.
“As if this was not enough the Supervisor was attached with the office of District Programme Officer, ICDS Project Rajouri and continues to be posted there. The supervisor has been able to hold sway among the employees due to all the wrong reasons and he has been influencing them like anything,” said sources.
Sources said that the supervisor has been making use of all the illegal means to get himself posted in Kashmir and then get back to his native district and also get attached with DPO, ICDS Project Rajouri. This is despite the fact that the government of Jammu & Kashmir had banned all the attachments in 2017, 2018 and 2019.
“The senior officers of the Social Welfare Department have been demanding that the supervisor is taken to task and his attachment is cancelled forthwith.
The Lieutenant Governor should look into this matter and order a probe so that truth comes out and stern action is taken in the matter,” said sources.
When asked to quote the order of his attachment Basharat said that he does not have any such order and even if he had some he would not have quoted the same to Early Times. Repeated attempts to contact Commissioner Secretary, Social Welfare Shailender Kumar did not bore any fruit since he did not pick up the phone.
