GMC Jammu Principal ‘violates’ Govt order designates faculty member as Academic Registrar

Jammu, June 19: Principal Government Medical College Jammu, Dr Nasib Chand Digra, has allegedly violated a government order by designating Dr Dinesh Kumar, Professor, and Head as Academic Registrar in addition to his own work and duties vide order no. GMC/20/Order/379 dated 18.6.2020.
Sources claimed: “The order issued by the GMC principal is violation of the various government, cabinet orders issued from time to time. The Academic Registrar post is primarily classified as a promotional post. It is beyond the competence and official capacity of incumbent Principal GMC Jammu, as this is post meant to be filled by the Recommendation of Establishment Cum Selection Committee, constituted by the J&K administration for the said placement of the eligible officials.”
As per the details available with Early Times two post of Registrar Academics were created and upgraded one in GMC Jammu and one in GMC Srinagar vide the Govt order, 151- HME of 2018 dated 23.02.2018 after the then cabinet decision and approval no.16/3/2018 dated 8-22018 and after the approval of the Finance Department UO A/82(2002)-481 dated 29.08,2014.
These posts were created with a purpose to provide promotional avenue to the Medical Superintendents, born and serving in the Health and Medical Education, Department in the pay band of Rs 37400-67000+GP Rs 8700 to the pay Band of Rs 37400-67000+GPRs 10,000/ by the corresponding reduction of two post of Registrar Academics in GMC Jammu/Srinagar.
Sources said that the post on which Dr Dinesh Kumar is presently working as Professor and Head of Department of PSM, is in the grade of pay band Rs 8700/ and placing him in officiating capacity by the incumbent principal on higher pay band scale i.e Rs 10,000 amounts to financial Irregularity on the part of any government official. Not only this, it is clear violation of the cabinet decision and Finance Department, orders by the Incumbent Principal, GMC Jammu.
Further, vide another Govt. Order. No 152- HME of 2018 dated 23.02.2018, Govt. of J&K accorded sanction to Minimum Qualification/Eligibility Criteria and Method of Recruitment for the said post after the recommendation of establishment Cum Selection Committee. The criteria said, that method of recruitment on these post will be by 100% promotion from the panel of senior most medical Superintendents of GMC Jammu/Srinagar and their associated hospitals born in the Health and Medical Education Department through the Establishment-Cum Selection Committee constituted by the Govt. Further, the minimum experience to claim eligibility and to be placed, on the said post is that the official must have 15 years of cumulative services as Deputy Medical Superintendent and Medical Superintendents with at least 5 years service as MS.
“Dr Dinesh Kumar, neither belongs to the cadre of Medical Superintendents nor does he qualify for the said post as per eligibility criteria and method of requirement as well as financial equity is concerned.
Thus, placing him on officiating capacity by Incumbent Principal is gross violation of the above said government order which has already taken a finality after the cabinet approval vide no. 16/3/2018 dated 8-2-2018 and approval of the Finance department vide Un No.A/B2(2002)481 dated 29-08-2014.”
This is not only a violation of Govt orders but will also block the promotional avenues of the Medical Superintendent born in Health and Medical Education department.
Sources said that Dr Dinesh Kumar was attached to Directorate of Health Service vide government order No. 812 HME of 2019 dated 12/09/2019 for his “misconduct” and manner unbecoming of a government servant. “He was charge sheeted by the administrative department and enquiry was set up vide Govt Order No. 302 JK (HME) of 2020 dated 19/03/2020. The order issued by the GMC Principal will hamper the ongoing enquiry independently against the said doctor,” they claimed.
It is in place to mention here that soon after taking over as the GMC Principal, Dr Nasib Chand Digra had appointed Dr Sanjay Basin, Assistant Professor as Head of the Department. The order issued by the Principal was revoked by the Govt vide order no. 443 JK (HME) of 2019 dated 16/5/2020.
