Functioning of HRM Wing in Jal Shakti Deptt in doldrums
Fails to finalize seniority lists of various cadres since its creation

JAMMU, June 26: Despite creation of Human Resources Management (HRM) wing in Jal Shakti Department (formerly Public Health Engineering Department) with an objective to streamline its human resources for smooth functioning of the department but it has reportedly not performed up to the mark defeating the real purpose of its creation.
Sources told Early Times that although the main objective of creation of HRM wing was to maintain regularity in constitution of Departmental Promotion Committees, updating/ finalization of seniority lists and control on engagement of Daily Rated Workers (DRWs)/ Community Participation Workers (CPWs).
“The HRM wing was created in 2011 with a view to streamline the personnel, vigilance and human resource development functions in the Department to deal with personnel matters of State cadre employees in so far as they relate to promotions, seniority lists, Annual Performance Reports, departmental enquiries, vigilance cases and also to maintain oversight of similar records at levels one below the State cadre,” they said.
They further said that HRM branch had not finalized seniority lists of SEs, EEs, AEEs in recent past and not even updated these lists defeating the purpose of streamlining the human resource development functions of the Department. Moreover no activity related to periodic review of HRM was ever attempted by the department, they added.
Pertinently, Jal Shakti Department is entrusted with the responsibility of providing clean drinking water to urban and rural households, preserving the quality of water by institutionalizing water quality monitoring, surveillance and improving and augmenting existing water supply schemes besides, their operation and maintenance. Maintenance of data base and inventory of human resources and category-wise sanctioned and effective staff strength is important for effective deployment, utilization and monitoring of human resources in a department.
