Kishtwar: Niagard Water Supply Scheme fails to bring respite for people

Jammu, July 11: The much awaited Rs 55 crore Naigard water supply scheme sanctioned during Omar Abdullah led NC-Congress Government some eight years ago has failed to bring respite for the people of Kishtwar town and its adjoining areas from water crisis.
The water supply scheme fell prey to alleged official inefficiency as the multi crore water supply scheme had developed technical fault soon after its completion and the same is yet to be rectified even after its test run eight months ago.
As per the details available with Early Times, the 32 kilometers long water supply scheme which was supposed to give major relief to the people of Kishtwar got stuck mid way as the officials of PHE department, now rechristened as “Jal Shakti,” along with the local engineers failed to maintain its elevation grade and failed in fixing the water pressure points as a result of which this prestigious water supply scheme developed technical snag- much to the disappointment of the local inhabitants of Kishtwar.
Sources told Early Times, that as per set procedure, the 10 inch diameter water pipes had to burry about 1-1.5 meter deep by way of digging the trench so that it could withstand with the water pressure beside could help in preventing the illegal hocking all along the 32 KM track, but the officials at the helm of the affairs dig out only 1-1.5 feet trench and buried the pipe line that became the main cause for developing the fault in the water supply scheme which is being rectified since last eight months. Earlier eight inch diameter Naigard 1st stage also failed to fulfill the need of the people of Kishtwar forcing the NC-Congress regime to sanction Rs 55 Cr Naigard Water Supply scheme. In addition to inefficiency on part of the officials, some blue eyed contractors were paid money out of the project cost for construction of road all along the trench of the pipe line which is contrary to DPC of the project.
Hydraulic Division Kishtwar had spent Rs. 1.85 Crore on the name of repair/augmentation of HRT lift water supply scheme while Rs. 315183 were spent on the name of permanent restoration of Gravity Main of Naigard, Lalha Water Supply Kishtwar town and WSS Palmar, some three years ago but despite spending such huge amount on the said water supply schemes within few years of its commission has not served any purpose.
