Early Times Report

Jammu, Sept 2: The suspended Dean and Principal, the School of Engineering and Technology, (SoET), Baba Gulam Shah Badshah University (BGSBU) has allegedly not handed over the financial charge to the incumbent Principal ostensibly due to gross financial irregularities made by him during his tenure.
The documents available with Early Times clearly expose the irregularities in financial affairs committed by the alleged former Dean & Principal SoET.
These document reveal that outgoing Dean has not handed over any financial charge to new incumbent, Prof Asif Husain, which is causing him a lot of inconvenience. The University administration had asked the Prof to furnish finance-related - documents to the office of the Registrar latest by February 28, 2020 which he ought to have handed over to the new incumbent at the time of handing over the charge including total number of bank accounts held by him singly or jointly either in his name or with designation as Dean/ Principal, SUET/ COET.
“The number of bank accounts held by him singly or jointly either in his name or with designation as Dean/ Principal, SVET/ COET with any Head of the Department of School of Engineering & Technology BGSBU. The scope of income and expenditure of each account along with the details of transactions on excel sheet. Last balance in each of the above accounts on the day of his handing over the charge and the details of used / unused cheque hooks connected with the above bank accounts. The cash book and drawl registers and records of the vouchers connected with each transaction, Certificate to the effect that no outstanding payment of his tenure as Dean & Principal, SOET is pending. Annual Audit Reports of the above accounts since the initial operation till now,” they read.
Not only this even during the prevailing uncertainties due to Covid-l9, the Vice -Chancellor conducted online meetings but he chose to absent himself from these meetings without assigning any reason or obtaining prior permission of the competent authority. The alleged Prof. also did not pay any heed to the score of communications of the Dean Academic Affairs who is the overall in charge of academic activities, documents read.
He was issued a Show Cause notice vide BGSBU/Estab/2020/281 dated 03/06/2020 asking him to furnish detailed explanation of the above instances which clearly tantamount to gross misconduct and makes him liable to disciplinary action. Despite several reminders and letters to Prof, he didn’t hand over any financial charge to the incumbent till date.
