J&K Sports Council engages coaches as managers
Rules Violated Even in LG’s Regime

Jammu, Dec 30: Even during the Lieutenant Governor’s rule, the Jammu and Kashmir Sports Council (JKSC) has engaged over half a dozen coaches as in-charge managers at district headquarters and units.
These engagements have been made in total violation of the norms as the coaches have abandoned their primary job for which they were engaged.
According to sources, the practice of engaging coaches for administrative works has been going on in the JKSC for the last many years and in the year 2013, the then Secretary of the JKSC Dalip Thusu had issued an order disengaging all the coaches who were deputed as in-charge managers.
In the 53rd General Council meeting of the JKSC held on 19/2/ 2013, under the chairmanship of its president (the then chief Minister) and vice-president (the then sports minister) of the Council, it was decided to disengage all the coaches either of selection grade coaches, junior coaches and instructors who were assigned the duties to function as in-charge of the units in addition to their own duties.
The decision was taken by the Council, in view of the repeated reservations expressed by different quarters against the mis-utilization of the services of coaches, who are exclusively appointed for imparting training/coaching to the players of different disciplines.
The Council Order No. 358 of 2013 dated 18/07/2013 reads, “In pursuance to the decision taken by the General Council at its 53rd meeting held on 19-02-2013 under the Chairmanship of Chief Minister and subsequently follow-up action also approved by the Sports Minister vide his communication dated 17/07/2013 and in supersession of all previous orders where under the following selection grade coaches, junior coaches and instructors who have assigned to function as in-charge of units in addition of their own duties are hereby relieved from the additional assignment of In-charge with immediate effect. They shall impart coaching exclusively to the budding youth in their respective discipline.”
The order further reads all the coaches/instructors shall handover the charge to their respective successor within three days from the date of issuance of this order and will report to the respective I/C sports officers for imparting coaching to the budding youth. The chief sports officer in consultation with respective I/C officers will submit a comprehensive proposal for their assignments keeping in view the popularity of games in different parts of the state in the existing coaching centres of the Sports Council to provide better coaching facilities to budding youth within a week time positively for better monitoring of coaching centres.
Besides to convey the daily coaching timing of each coach/ instructor which shall remain available in the J&K State Sports Council website for the general public and budding youth of the state. If found necessary the status report about functioning of each coaching centre could be reviewed on monthly basis for with details shall follow separately, it concluded.
During the year 2013, over half a dozen coaches were relieved by the council but after the change of dispensation in Jammu and Kashmir in 2015, once again the council engaged several coaches for administrative jobs, deputing them on the posts of in-charge managers.
Out of the total coaches over half a dozen are still working on administrative positions.
“At present these coaches, who have been working as manages are deputed at Kathua, Rajouri, Poonch, Bakshi Stadium Srinagar, Shastri Nagar Jammu, RS Pura, Udhampur and Srinagar”, sources said.
An official of the Council said, “The Chief coaches can hold the charge of units as In-charge managers because their post is one step down from the manager in the seniority list but engaging senior coach as well as junior coach at the post of manager is totally in violation of the norms”.
The coaches are appointed in the Council exclusively for imparting coaching classes to budding youth, not for holding administrative jobs but it has been going on in the council due to various reasons including non-recruitment of new coaches, non-holding of DPC at regular basis beside other factors, sources said.
Secretary JKSC, Naseem Javed Choudhary was not available for comments as his official phone was not reachable.
However an official pleading anonymity said that all the arrangements at district or unit level have been done for the administrative purposes and are interim arrangements, to run the institution. “These officials have been serving both the purposes of imparting coaching as well as doing administrative works at their respective units”, the official said.
