Unemployment in J&K at its peak: Instead of J&K MPs, Shiv Sena MP raise issue of 172 CIC operators in parliament

Jammu, Mar 23: The lackadaisical approach of successive governments towards regularisations of various employees working in the government sector could be gauged from the fact that 172 Community Information Center (CIC) operators engaged by the government in Rural Development Department are awaiting their regularisation of their services since last 18 years- but to utter surprise that a non J&K MP from Maharashtra Mrs Priyanka Chuttervedi, Rajya Sabha member of Shiv Sena raise the genuine & long pending regularisation cum salary hike issues of CIC operators of Rural Development Department (J&K, UT) in the Rajya Sabha with a strong recommendations in the support of these CIC Operators while the six MPs from eeriestwhile state of Jammu and Kashmir continue to be mum on this and other issues related to the growing unemployment in the J&K.
Shiv Sena MP said that at the time of the abrogation of the Article 370 and 35 A of the constitution- Ladakh MP shows happiness with the view that it will bring fortune to the people of the J&K & Ladakh, but nothing has changed for these CIC operators who are highly qualified holding degrees in M-tech, MSc IT, BE, B-tech and other highly qualified degrees.
She said that in this regard she had also written to Home Minister and requested the government to look into the regularisation of these 172 CIC operators as per the decision of committee framed in 2017.
As per the details available with Early Times, the dejected CIC operators in support of their demands had submitted several memorandum on behalf of 172 CIC Operators working in Rural Development Department, Union Territory of (J&K) for issuance of formal regularisation orders in the office of Union Home Minister, MPs, State Government LG, Chief Secretary and commissioner secretary RDD and heads of various political parties with the hope that their services will get regularised at least after waiting for 18 long years.
Speaking to Early Times, these CIC operators thanks Shiv Sena MP from Maharashtra for raising their issue in Rajya Sabha added that they are hopeful for sympathetic consideration and necessary action on merits by the government added that they are working in the department on contractual basis since 2004 on a meagre amount of Rs 10,000 per month.
“We are facing a lot of hardships to feed our families and also could not provide proper education to our children- we have been appointed on merit basis through proper recruitment procedure by District Level Committees constituted by the Government of J&K headed by Deputy Commissioner’s of concerned Districts in the year 2004” said Mushtaq Ahmed Mir.
He said that officials in Union Home Ministry had assured them that their genuine demands will get fulfilled added that the MHA officials also assured them that they will forward the memorandum submitted by them to concern ministry added that they also submitted a separate memorandum at the residence of RDD Minister Narinder Singh Tomar.
Mir who was accompanied by Syed Shahid Shafi, Malik Ashfaq and others said that majority of them are all highly qualified having MCA, M Tech, MSc IT, B.E & B.Tech Degrees and are technically very sound and are handling efficiently all the online work of departmental portals viz E-gramswaraj, SBM, PFMS, PMAY , Peoples Plan Campaign (Sabki Yojna Sabka Vikaas), GPDP, Mission Antyodaya etc and other e-Governance related activities.
He said that besides all other office assignments, they also handle the works related to elections, Establishment, Accounts, works etc. at Block/ District/Directorate/Secretariat level.
He said that in the year 2014, Jammu & Kashmir Government passed a Cabinet order to formulate a proposal for the regularizations of 172 CIC Operators in the Rural Development Department J&K following which in the year 2016 , Jammu & Kashmir Government through its cabinet decision created 172 Data entry operators for regularization of their services vide Govt. Order No. 320-RD & PR of 2016 dated 14.12.2016.
“In the year 2017, the Empowered Committee of J&K Government vide its 58th Meeting dated 22.03.2017 & 60th Meeting dated 12-10-2017 headed by Principle Secretary, Finance Department J&K cleared our cases for regularization under Special Provision Act 2010. The recommendations have also been communicated to Department of RD & PR by the Finance Department J&K for issuing regularization orders as Data Entry Operators vide vide O.M No. PS/DC/Misc-353/14 dated 22-05-2017, O.M. No. PS/SC/Misc-374/14 dated 24-01-2018 and O.M No.PS/DC/Misc-353/14 dated 01-06-2014” said another aspirant waiting eagerly for regularisation of his services after spending his precious 17 years in the department.
He said that though the file has got consent from Law, Justice and Parliamentary affairs Department and also got consent from Advocate General of J&K for regularization of all 172 CIC Operators, but till date no regularisation order was issued to them.
These aspirants after submitting the memorandum in the office of union Home Minister looking forward for positive response and urged upon the concern officials to kindly look into the matter and issue necessary instructions to the authorities of UT of J&K for the issuance of formal regularization orders in favour of 172 CIC Operators without further delay, as they have given their precious 18 years of service to the Department on a meagre salary.
