Jammu's nationalist pressure

ET Report
JAMMU, June 1: Jammu province is the only region in the country which has been fighting a relentless pro-India ideological war against the anti-nationals and pro-Pakistan elements in Kashmir ever since the state's accession to India on October 26, 1947. The brave and committed people of this province have defeated many anti-India movements in Kashmir. It's a long history that is inspiring. It was also because of their unique role and the role of martyr Shyama Prasad Mookerjee, coupled with supreme sacrifices, that the state got integrated into India to a considerable extent. They are the only fully trained people who are capable of defeating anti-nationals despite heavy odds, including the hostile attitude of the powers-that-be in Delhi belong to all political parties and formations, including the BJP-led NDA. They are powerless, but they are nationalists par excellence and Kashmiri leadership, the so-called mainstream and separatist, know all this. They know that despite being at the helm of affairs since 1947, they have failed to defeat the ongoing ideological movement in Jammu. It may appear unbelievable, but it is a fact that the Kashmiri leadership is mortally afraid of Jammu.
It was the people of Jammu province who had been opposing Prime Minister Narendra Modi's foreign policy vis-à-vis Pakistan since October 2015, saying that his foreign policy was not based on the country's long term sovereign and geo-political interests. They repeatedly termed his foreign policy as weak and meek and urged him to adopt a pro-active policy so that Pakistan was shown its rightful place. They had also repeatedly termed his Kashmir policy as detrimental to the long term Indian interests in Kashmir.
It is heartening that Minister of External Affairs Sushma Swaraj, who, like other Union Ministers, had been sidelined by Prime Minister Narendra Modi, Finance Minister Arun Jaitley and BJP national president Amit Shah, on Sunday spoke what the nationalists in Jammu & Kashmir wanted the Modi government to speak to send a message across the border that the Indian Foreign Ministry meant business and it will not tolerate anything non-sense. It is pertinent to mention here that Prime Minister Narendra Modi visited almost 20 nations in just one year, but Sushma Swaraj remained conspicuous by her absence in almost all the countries, barring perhaps Nepal and Bhutan. Not that she was unwilling to accompany him; she was, but Prime Minister Narendra Modi allegedly avoided her for reasons best known to him. The Prime Minister had, it is alleged, "usurped all the powers of the Indian Foreign Office to build his own image and establish that he is the sole leader and others are just his rubberstamps".
However, what Sushma Swaraj said yesterday was entirely consistent with the through process that had been going on in Jammu province, or for that matter in the nationalist camp in Jammu & Kashmir, since months now. She, among other things, said:"Our policy's outlining guiding principles are - First, all issues can be resolved amicably through talks. Second, talks will only be held between the two nations (India and Pakistan) without any third party intervention. Third, all this can only happen in a conducive atmosphere that includes action against perpetrators of terror". "Unlike past when separatists sought meetings, this time the Pakistani Ambassador (Abdul Bashit) invited them (Hurriyat leaders) four days before the talks were scheduled (in August 2014 at Islamabad). This suggests that Islamabad wants to make them (separatists) party to the dialogue, which is unacceptable to New Delhi," she also said. This precisely was the stand of the nationalist camp in Jammu & Kashmir.
What Sushma said in Delhi while speaking on the Indian foreign policy must have shocked all in Kashmir who had expected Prime Minister Narendra Modi that he would tread a path that would help them promote their seditionist and pro-Pakistan agenda. Significantly, what she said could also be construed as a negation of the PDP-BJP agenda of alliance that had recognized Pakistan as an external stakeholder and Kashmiri separatists as internal stakeholders and held out an assurance to Kashmiri leadership that both the Jammu & Kashmir Government and the Central Government would initiate a dialogue process with external and internal stakeholders to resolve the so-called Kashmir issue.
It is pertinent to mention here that many people in Jammu have welcomed the stand of Sushma on Pakistan and Hurriyat. Some of them even suggested that "Sushma Swaraj is in a fighting mode" and "there is the possibility of many ministers following in her footsteps and assert their position and authority".
It will be interesting to see if she holds her ground firmly and continues to talk tough. After all, she has to reckon with Prime Minister Modi.
