Most driving schools in JK defy MVD guidelines

Jammu, Nov 24: Nearly six-dozen driving institutions across the state brazenly flout guidelines framed by the Motor Vehicle Department (MVD).
These driving schools lack adequate infrastructure and have less vehicles fitted with dual control system which is necessary for training the learners.
As per MVD guidelines, a driving school must have vehicles fitted with dual control system, a well-equipped lab, and a classroom with latest audio-video system for proper demonstration. The trainer must be qualified and have driving experience.
But nearly 50% driving institutions in Jammu alone function in violation of the norms set by the MVD.
MVD sources said there are 72 driving institutions in the state, 46 in Jammu and 26 in the Valley, registered with the department. But actually more than 100 schools are operating in the state.
"Most of the driving institutions in districts of Jammu region aren't adhering to the set guidelines even as the Regional Transport Officers (RTOs) have authority to regulate their functioning. But the RTOs of Jammu and Kathua have failed to penalize the violators," sources added.
Pertinently, the previous RTO Jammu had found that nearly 25 driving institutions in Jammu city were running in violation of the norms. He had served notices to them, asking them to either obey the set norms or be ready to face the law.
"But since the incumbent RTO, Jammu assumed charge, he seems least bothered to improve the functioning of the driving schools which are functioning in violation of the norms", said sources.
Time and again, the experts have suggested to government and the MVD that there is need of well-trained drivers to minimize road accidents in the state. These suggestions are, however, seldom considered by the officials of the department.
