Anantnag: REW officials fight over illegal works

Anantnag, Nov 24: The Executive Engineer of Rural Engineering Wing (REW) Anantnag and an Assistant Executive Engineer of the same wing of Rural Development Department are squabbling over illegal execution of works. According to reports, construction of a steel decked bridge in village Vidday of Srigufwara, Pahalgam in Dachnipora block has turned out to be a showdown between the two officials. The AEE of block Danchipora, Ghulam Hassan Ganie, has managed to start execution of work in violation of norms as Superintendent Engineer of the REW Kashmir hasn't yet approved the DPR (Detailed Project Report) of the same.
Ganie on being contacted admitted to have started the execution of work under convergence mode. "I am not among those who will say that I haven't started the execution of work. Yes we have," he said.
According to an official letter, accessed by Early Times, Ganie misbehaved with Executive Engineer of REW Anantnag, Noor Ali, over phone, when the latter asked him how he started the execution of work when approval of DPR is awaited.
Noor Ali has written in detail to Director, RDD, and sought stern disciplinary action against Ganie.
"Sir, the journalists from print and electronic media are approaching me and questioning the execution of steel decked bridges under 13th financial commission, proposed to be taken up for execution different blocks especially in Dachnipora and Bijbehara. It is pertinent to say that only DPRs of the steel bridges stand submitted with the Superintendent Engineer of REW Kashmir for technical vetting and no instructions whatsoever about the said works has been received from the higher ups till now. Today on November 23, 2016, AEE Ghulam Hassan Ganie of Dachnipora block misbehaved with me on phone when I asked him how he allowed the execution of works," Noor Ali wrote in his letter to the Director, RDD.
"When I asked the officer how he got the execution of work started without following the norms, he responded by saying 'What nonsense I am talking', Ali added.
He has sent a copy of the letter to Deputy Commissioner, Anantnag, Superintendent Engineer of REW Kashmir and Assistant Commissioner, Anantnag.
Pertinent to mention here, under the directions of R&B Minister Abdul Rehman Veeri, REW Kashmir has planned and prepared DPRs of a dozen steel bridges.
The bridges will be constructed in different areas of Anantnag particularly in Bijbehara under 13th financial commission.
The department has clubbed unspent money of Panchayats and MGNERGA funds for the execution of works. However experts are raising questions over the conduct of officials who are allowing some blue-eyed contractors to start execution of works in violation of the norms as Superintendent Engineer of REW Kashmir hasn't yet approved the DPRs.
