| Chairman complains against General Secretary | | Alleged misappropriation of funds in Chenab Hydro Power Project Workers Union | | Asif Iqbal Naik
Kishtwar, Sept 24: Chairman Chinar Power Projects Workers Union Joginder Bhandari filed a complaint against Javed Ahmed Zargar, General Secretary of Chenab Hydro Power Projects Workers Union Din Mohammad R/o Kilotran, Tehsil Thathri, Distt. Doda in State vigilance Organisation for his alleged involvement in misappropriation of Union Funds collected from the workers of Dulhasti H.E. Project Kishtwar and Baglihar H.E. Project Chanderkot, thereafter utilization of the same for his personal use.
As per the complaint written to SSP Vigilance Organisation Jammu copy of which was available with Early Times, Javed Ahmed Zargar, General Secretary Chenab Power Project Workers Union was working as Plumber with M/s Jaiprakash Associates Ltd. at Dulhasti Project Kishtwar in the year 1998 and he was retrenched in the year 2002.
The complainant added that when the workers of Dulhasti H.E. Project were retrenched, a mass protest was held in District Kishtwar in support of roll back of the workers in the project. Bhandari in his complaint said that Javed Ahmed Zargar led the workers and assured them that the retrenched workers will be compensated under Labour Law from the said executing contractor and by doing so he managed to gain the confidence of workers and started collecting Rs. 2000 to Rs. 3000 from each worker as a token fee for reinstatement into the rolls of M/s Jaipraksh Associates Ltd., thus collecting huge money.
He further alleged that Javed Ahmed Zargar remained unemployed since 2002 and in the year 2008, he contested Assembly Election from Inderwal Constituency and at the time of filing of nomination papers, he submitted an affidavit in respect of his property wherein he has shown 30 Tolas of Gold Ornaments, Cash Credit of Rs. 7.00 lac and a Scarpio Vehicle.
Joginder Bhandari in his complaint alleged that similarly in the year 2008, when retrenchment of workers in Baglihar H.E. Project, Chanderkot took place, there also he collected Rs. 2000 to 3000 from each retrenched worker and managed to collect corers of rupees.
He said that the said union leader has installed a Stone Crusher in the name and style of M/s Zargar Stone Crusher at Khara Gundoh, purchased a land at Jammu where a well decorated Bungalow stands constructed worth Approx. 70 lakhs , besides, he is in possession of six Tippers engaged at Stone Crusher Plant at Khara Gundoh, also have one residential house each at Kishtwar and Khara Gandoh.
Complainant alleged that in a well settled plan, he misused the Union Funds to the tune of corers of rupees in association with M.Y. Tarigami, M.L.A. and State Secretary, CITU who gave him an opportunity to swindle away major chunk of Union Funds in his credit which he used for purchase of above mentioned assets.
Complainant stated that the property accumulated by Mr. Javed Ahmed Zargar was earned through illegal means and misappropriation of Union Funds. Furthermore, no proper up keep of Cash Books and other finance related papers of the said Union have ever been maintained.
Complainant urged the Vigilance organization to inquire about the property owned by Javed Ahmed Zargar and property made thereof by fraudulent means be seized and put to auction and the capital outcome in this regard be deposited in the Govt. Treasury. |
