Rehabilitation of migrants at district Hqs in Valley, Cabinet approves proposal

Jammu, Nov 29: State Cabinet today approved construction of quarters at district head quarters in Kashmir Valley for the rehabilitation of Kashmiri migrants with a one amendment in the draft proposal.
According to official sources the cabinet which met here today gave approval to proposal for the rehabilitation of the Kashmiri migrant at district headquarters in Valley. However, an amendment was made in draft proposal. The Cabinet substituted word of minimum displacement of local people for purchase of land with no displacement of local people for purchase of land at district headquarters in Kashmir.
The package will be submitted to Centre for approval, sources said, adding after the grant of approval from Centre the process for identification and purchase of the land will be initiated.
Sources said Rs 7000 crore proposal rehabilitation package for PoK refugees was not put before the cabinet as proposed earlier. The last minute change in the decision was taken due to certain changes to be made in the draft proposal as was proposed by various delegations of PoK refugees to Government, sources added.
Sources said various delegations of PoK refugees during last over one week met the MoS Revenue, Relief and Rehabilitation, Aijaz Ahmed Khan and suggested certain changes in the proposal before putting it to Cabinet for approval. Agreeing with the suggestions the Revenue Ministry has agreed to incorporate these changes in proposal, sources added. The proposal will be put before the Cabinet in the next meeting after incorporating these changes, sources said, adding the Revenue Ministry has started process of making necessary changes in the draft as per the suggestions of the PoK refugees.
It may be recalled that the Apex Committee on Kashmiri migrants which met under the chairmanship of Chief Minister, Omar Abdullah had decided construction of quarters at district headquarters in Kashmir Valley for rehabilitation of migrants. This decision was taken on persistent demand of Kashmiri migrants who demanded that either the community be settled at a single place in valley or at district headquarters.
The State Government has also intimated the same to the Parliamentary Standing Committee and Sub Committee which visited the State early this month that the process for identification of land for rehabilitation of migrants in Valley is under process. The Government is under constant pressure from centre in this regard as it is particular for the implementation of PM's rehabilitation package for migrants in a time bound manner.
