Autonomy for J&K, what about finances?

JAMMU, Nov 29: The financial health of Jammu and Kashmir is very bad. It is so bad that it is not even able to pay salary to its employees. It is the Central Government that always comes to its rescue and goes out of the way to pump billions and billions of rupees into Jammu and Kashmir to help it manage the financial affairs of the state.
According to none other than Jammu and Kashmir Chief Minister Omar Abdullah, the total income of the state from all sources is Rs 6500 crore and the annual salary of Government employees is whopping Rs 13,500 crore. It is the grossly ignored, discriminated against, exploited and marginalized people of Jammu province who contribute more than 70 per cent revenue to the state exchequer. It is a different story that they do not get anything in return.
They get only crumbs. When it comes to Jammu, all the Kashmir-based political parties and the so-called Indian National Congress, which has been in power in the state since 2002 because of the people of Jammu province, join hands to defeat the Jammu cause and pamper the already over-developed and prosperous Kashmir Valley.
The fact of the matter is that the State Government depends wholly and solely on the Central Government to cater to its financial needs, including salary to its employees numbering more than 4 lakh employees. The State Government would turn pauper in no time if the Central Government stops pumping the taxpayers' money into Jammu and Kashmir.
Omar Abdullah on November 25 admitted that the State Government is surviving on the Central funds. "I am thankful to Prime Minister Dr Manmohan Singh and UPA chairperson Sonia Gandhi for extending liberal financial support to the state to help its faster development and welfare of the people," he said on November 25 while addressing a public meeting in Nagrota Assembly Constituency. He had made similar statements earlier as well, sometimes in the presence of the Prime Minister and the AICC president and UPA chairperson.
How ungrateful is the National Conference to New Delhi, which is so liberal and which has been funding the state so liberally. Instead of appreciating the liberal attitude and liberal funding, the NC and its Chief Minister Omar Abdullah, who is otherwise under oath to defend the Indian Constitution and promote the unity and integrity of India, have been demanding greater autonomy from India to fulfill their communal urge.
They have been attacking New Delhi and accusing them of undermining the state's special status by bringing it under the purview of the various Central laws and seeking support in favour of its demand that widens further the already rather wide gulf between Jammu and Kashmir and New Delhi and empowers the Valley ruling elite to extraordinary powers.
Significantly, while demanding autonomy, Omar Abdullah distorts facts saying the accession of the state with India was on four subjects-defence, foreign affairs, communication and currency. The Instrument of Accession nowhere said that New Delhi's jurisdiction over Jammu and Kashmir would be limited to defence, foreign affairs, communication and currency. It had said the jurisdiction would be limited to defence, foreign affairs and communication.
To rebut the claim of Omar Abdullah is not to suggest that New Delhi's jurisdiction should be limited to these three subjects. There is no question of reverting to the pre-1953 position. Infact, the need of the time and national requirement is introduce all those Central laws in the state which so far have not been introduced. There has to total political, constitutional and financial integration into India, as Jammu and Kashmir is not an alien state.
