Amid tall claims of development, border people facing brunt of lack of facilities | | | Syed Tahir Bukhari
KUPWARA, Apr 3: Despite the claims made by state government that development has taken place in border areas people living in many such areas of this frontier district of North Kashmir continue to suffer from various problems due to lack of basic facilities. According to local reports, the border and remote villages like Keran, Karnah, Teethwal and Chowkibal are worst hit at present. At the very outset, it may be clearly mentioned that various programs were undertaken to ascertain the levels of socio-economic development in the border areas are in complete contradiction to each other. Mohammad Anwar local resident of Chowkibal while talking to Early Times said the main problem being faced in border areas is that of militancy. He said people have long been victims of the hostility between India and Pakistan as a result of frequent shelling along the Line of Control (LoC) and international border stretching from the state. "The hostilities have inflicted miseries on the poor, down trodden inhabitants. On the other hand lack of employment opportunities and improper functioning of some of the sectors of the state governments have also contributed to an increase in the problems of the border areas," said Anwar. Mohammad Afzal of Keran said the literacy rate continues to be low with little improvement in infrastructure schools, hospitals, poor road connectivity, irregular power and water supply which is almost non-existent, especially in remote border villages. Shahnawaz Ahmad an engineer by profession alleged, "Crores are spent on border roads in other districts why there is double standard with this Kupwara district which is dotted with Tangdhar, Trehgam, Sogam, Langate, Rajwar and Teethwal all frontier villages but is marked with poor road and communication connectivity. Meantime reliable sources in the Border Area Development said the delays in the allotment of funds hampers the development of border areas especially in Kupwara district. They said that sometimes funds that are required during specific months of the season and due to late receipt of funds the purpose of the specific activity is defeated and delayed. "The schedules are not area specific. Even though each division has its own distinct geographical and demographic characteristics, the programmes are almost the same for all the border blocks, they said and added at time the area specific needs are either neglected or are not fully taken care of. "The plans and policies of the department are formulated without any clarity of concepts and methods, leading to serious problems in implementation," said sources. |
