As construction work on JC-RB flyover goes on, shopkeepers continue to suffer losses | Rehabilitation plan goes awry | | Jehangir Rashid SRINAGAR, July 14: Construction of the Jehangir Chowk-Rambagh (JC-RB) flyover in the summer capital has led to commercial loss for the shopkeepers who run their business in some of the important areas along the route. The delay in the rehabilitation of the shopkeepers has caused loss to them since very few people visit them for making purchases. As the construction work is going on the people prefer to visit other areas instead of visiting nearby shops in the Solina and the adjacent areas. The people often prefer to visit Lal Chowk even for making ordinary purchases. Sharing their views with Early Times, a group of people said that purchasing at the shops in the Solina and Haft Chinar area has become dangerous as the construction work on flyover goes on day and night. They said that lives of the shoppers and shopkeepers are at risk given the magnitude of work going on the construction of flyover. "The executing agency has failed to rehabilitate the shopkeepers at the shopping complex up to this point of time. This has meant that the shopkeepers are carrying on their business at their own place. As such whosoever visits a shop in the Solina or Haft Chinar area there is a possibility that he might fall prey to the construction work going on there," said Abdul Rehman, a resident of Rambagh. It would be in place to mention here that shopkeepers carried out a protest against the executing agencies after a shopkeeper had a miraculous escape. The shopkeeper hardly managed to save himself from a huge boulder after it fell from the crane lifting the boulders. It was only after the intervention of Deputy Commissioner, Srinagar, Farooq Ahmad Shah that the construction work was resumed. "Asian Development Bank which is funding the construction of the flyover had asked the Economic Reconstruction Agency to first rehabilitate the shopkeepers and then start the construction work. The ERA officers have bye-passed these diktats and they started the construction work with the rehabilitation of shopkeepers," said Mohammad Aslam, a shopkeeper. Work on the construction of the shopping complex meant for the displaced shopkeepers failed many deadlines and as such the shopkeepers could not be rehabilitated. The work has gathered momentum over the past few months and it is likely to be completed in another few months. The shopkeepers and some of the house owners have already approached court while seeking their proper rehabilitation. They have rejected the rehabilitation plan laid down by ERA and have asked the agency to come out with a feasible as well as viable plan for their rehabilitation. Both the sides are at loggerheads with none budging from their stand. "We may be rehabilitated at the shopping complex but what about the losses we suffered during all these months? Who will compensate us for the losses and the agencies seem to be least bothered about it. We are at the receiving end and there is no end to the miseries being faced by us on the regular basis," said Shakeel Ahmad, a shopkeeper. |
