Year on, Omar fails to bring NC under RTI

Srinagar, July 18: In September last year Chief Minister Omar Abdullah gave a strong speech during a conference organized by Central Information Commission (CIC) in New Delhi. During his speech Omar voiced for bringing political parties under the provisions of Right to Information Act (RTI) and this became talk of the town and people from media, activism, academics appreciated his concerns and it was thought that Omar Abdullah will first of all bring his own political party, National Conference (NC) under the RTI purview and very soon one could see Public Information Officers (PIO) appointed by NC at its party headquarter in Srinagar and Jammu. But months passed the party hardly took any steps to implement RTI within the party. Even some RTI activists from Jammu filed RTI applications in the offices of various political parties like NC, PDP, Congress, Panthers Party and BJP and sought details about party funding etc. National Conference which has been raising its concern about RTI and urging people to use the same didn't provided the said information to the RTI applicants and the case has now reached to State Information Commission (SIC) which has send notices to NC and other parties such as Congress, BJP and Panthers Party who have also denied to provide the information under RTI Act . Pertinently the opposition PDP was the only political party that had provided the requisite information sought under RTI Act by the applicants and they haven't been issued any notices by the Information Commission.
"In September 2012 J&K Government made amendments in the J&K Right to Information Rules of 2010 which lead to severe criticism not only from the RTI activists but also from cross section of the society including political parties , civil society, media. The former Chief Information Commissioner of Central Information Commission Mr Wajahat Habibullah and even present CIC Mr G R Sufi criticized that move of the Government to amend the RTI rules. After weakening the rules of State RTI Act our CM raised the issue of bringing political parties under the RTI provisions and now it is almost a year since CM said so , but his own party (NC) is least bothered to implement RTI and is denying to provide information to RTI applicants who have now filed a complaint in the Information Commission . CM has not only lied to the people of this state, but he has befooled the whole of India," said Umar Javaid a well known RTI activist from Srinagar.
Pertinent to mention that the State Information Commission (SIC) on Thursday directed the political parties including the ruling National Conference to submit a reply on why they shouldn't be declared as public authorities under the J&K Right to Information Act-2009.A full bench of the Information Commission which comprised of Chief Information Commissioner (CIC) GR Sufi and Information Commissioners, Dr S.K. Sharma and Nazir Ahmad issued notices to the political parties-NC, BJP, Panthers Party and Congress and asked them to submit their reply in response to the complaint filed by Jammu based RTI activists Balwinder Singh and Deepak Sharma before the SIC. The complainants alleged that NC, Congress, Panthers Party, and BJP these have refused to disclose information under the J&K RTI Act 2009 and have requested that SIC must bring political parties under RTI Act.
