People resent "misuse" of Central funds | | | Arun Trisal
Kathua, Aug 1 : Residents of Billawar town have raised their objections over the alleged misuse of a centrally sponsored scheme, ie Integrated Housing and Slum Development programme (IHSDP) in Billwar town allegedly by Muncipal Committee Billawar. 175 families are still worst sufferers in the area. Jatinder Singh Bhadwal and Akhtar Ali, both locals, alleged that MC Billawar had given the benefits of the scheme to selected families allegedly on the direction of local MLA and Minister of State Manohar Lal Sharma and dropping the deserving beneficiaries from the scheme. They alleged that bungling is made not only in IHSDP but also in a toilet scheme according to which total 175 toilets were to be constructed for poor families by the MC Billwar. MC collected Rs 1,200 per family but the construction of toilets is still pending, they said and added that the basic objective of the scheme is to strive for holistic slum development with a healthy environment by providing adequate shelter and basic infrastructure facilities to the slum dwellers of the identified urban areas. But in Billawar town, its objectives are changed by the Muncipal Committee by uplifting those who are already rich and well to do, they alleged. They alleged that most of the beneficiaries of IHSDP are rich but having the political backing they utilised the IHSDP scheme which is meant for poor families who are still deprived of their legitimate right. "We also called on District Development Commissioner, Kathua, Jatinder Singh who further directed additional DC Kathua to conduct the investigation of the alleged misuse of scheme but no action has been taken in this regard so far. Administration also seems to be functioning under the political influence," they alleged. |
