DG Defence Estates furnishes misleading Information | Budgam villagers denied legitimate compensation | | Early Times Report
Srinagar, Dec 18 : The Directorate General of Defence Estates New Delhi Which has been sitting on the files related to payment of compensation as per market value to hundreds of people in Budgam has now categorically said in response to an RTI query that Deputy Commissioner (DC) Budgam who is also the Collector Land Acquisition has not sent the assessment report to the Defence Estates Department 's(DED) Srinagar office . As per the details available with with Early Times, the information provided under RTI by the Director General Defence Estates Department (DED) New Delhi vide letter No: 14/Misc/RTI/ACQ II/DE dated 17.11.2014 says that DC Budgam has not finalized the assessment report under the provisions of J&K RAIP Act 1968 for determination of compensation cost of acquisition of land at Karewa Damodar , Wathoora and Kralpora villages in Budgam district . On the other hand documents available with Early Times clearly indicate that assessment report was forwarded by DC Budgam to DED office Srinagar in August 2014 and the officials there sat on the file due to unknown reasons. "Now the officials of Defence Estates Department (DED) Srinagar tell us that our office was damaged by floods and the file has also been damaged. Had the officials forwarded our case to the DG office Delhi in time, the flood which came in September would not have damaged our documents " said Fayaz Ahmad from Rawalpora Srinagar Pertinently the Defence Estates Department has paid compensation @ Rs 6 lakhs per kanal through collector defence which the farmers say is too less for the land located in prime location of Budgam district adjoining Srinagar international airport. "During the disbursement of this compensation money (Rs 6 lakhs per kanal) we are being fleeced by the officials of the revenue department Budgam who demand huge cuts from us. " We fail to understand why the Defence Estates Department is not approving the rates @ Rs 20 lakhs per kanal recommended by the collector ie DC Budgam . We were supposed to get rate @ 80 lakhs per kanal under the new land acquisition act ( four times more than actual market rate of the land ) which unfortunately hasn't been enacted by J&K Government , how unfortunate we poor people are instead of getting Rs 80 lakhs per kanal are being paid mere Rs 6 lakhs per kanal by the authorities and even to get this amount we have to beg before the revenue officials of our district ? " said a farmer Mohammad Ayoub from Wathoora in central Kashmir's Budgam district. A huge chunk of land measuring around 4000 Kanals which belongs to thousands of people living in several villages of Budgam district has been under lease by various central security forces for which the annual rent was being paid by the Defence Estates Department until last year . |
