Friend claims of being adopted son; gets job under SRO-43
8 year old takes-in new born, Govt agrees

Jammu, Feb 19: Believe it or not but a sub-inspector in a government department was adopted by an 8 year old child when he was born. This purported adoption fetched him a government job in the year 2006 under SRO-43, something which has been challenged in the court of law.
This is the story of one Javed Ahmed Shah son of Bashir Ahmed Shah, now 38 and who has already completed 8 years in government service despite the same having been challenged in the court of law. Shah has claimed of having been adopted by one Late Mohammed Aslam Shah son of Ghulam Hassan shah, resident of village Tukroo in Bhavnad area of Shopian district. If Javed is to be believed, Aslam who died at the age of 30, adopted him when he was born in the year 1976.
Ask the complainant and aggrieved sister Saleema, she tells you that Aslam was 30 when he was killed by militants. And at that time when Aslam was killed, Javed was 22 year old yet he claimed he was adopted by Aslam and managed to convince various agencies of the state government that he was genuine adopted son of deceased Aslam. Even General Administration Department (GAD) believed his story and issued him temporary appointment order vide govt order no. 1405/GAD of 2006 dated 20-11-2006 under SRO-43.
SRO-43 deals with cases where a family losses kith and kin to militant actions and the government compensates it either it ex-gratia relief or by giving employment to next elder of the family under this SRO. None cross checked the factual accuracy of the document produced by Javed, complains Saleema. Allegations are also that Javed not only committed fraud with the state government by suppressing facts but he also allegedly took court for a ride. He claimed in the court that he was adopted by late Aslam in his childhood.
According to documents available with Early Times, Javed claimed that he was brought up by deceased Aslam at his home and hence, he was his only legal heir. Such was the audacity of Javed that he made everyone believe that all the necessary ceremonies of giving and taking into the adoption were performed by his parents.
Complainant alleged that the story of adoption had been cooked up by Javed and that he was just close friend of Aslam and nothing more. She further says that the original father of Javed, Bashir Ahmed Shah has disinherited him from his life as well as from all his movable and immovable properties. He even got the disinheritance notice published in newspapers.
Complainant further says that she had approached ex-Home Minister Sajjad Ahmed Kitchloo, seeking probe against this illegal and irregular appointment. She had further pleaded that Javed had entered into a criminal conspiracy to get a government job under SRO-43. She had further contended that Javed Ahmed Shah had suppressed material facts by claiming of being son of Aslam, who was just 8 years elder to him and taken a government job illegally.
Saleema has pointed towards the fact that Javed has never mentioned Aslam as his father on his state subject and marriage certificates. Surprisingly he still got the post under fake SRO case in the department of taxes department vide order no. 1405-GAD of 2006, dated 20/11/2006. She has further said that her husband is paralyzed and bed-ridden for past many years. She further added that her brother's job should have been given to her since she has no one to look after family.
She further maintains that Aslam was his brother and hence, she should have been considered but Javed managed to make a fool of entire administrative set-up. Her lone son was killed in a road accident some years ago. Saleema claimed that she is entitled to the benefit of the SRO. In her complaint, Saleem has said that her other two brothers are already in government service so she deserve the job. She had urged the state government to initiate vigilance probe in the matter and penalise Javed for being fake. High court has also issued notice to the state government seeking details of the case and action taken into the complaint made sister of the deceased.
