Azad's close relative attached with ex DyCM's office yet to repatriate to Assembly
Blue eyed drawing salaries without attending duties

Jammu, Feb 19: It is a typical story of blue eyed and politically affluent people enjoying all perks and salaries from government exchequer without doing any official duties. In what can also be seen as having utter disregard to the orders issued recently by the General Administration Department with regard of repatriation of staff posted in Personal Sections of former ministers to their parent departments , a close relative of former Chief Minister and Rajya Sabha member Ghulam Nabi Azad is yet to report to J&K Legislative Assembly where she was appointed way back in 2005 during Azad's tenure as Chief Minister of the state.
The order was issued upon directions of the Governor NN Vohra who is keen to put an end to culture of attachments which is badly affecting functioning of various departments. All through these years she was attached to Personal Section of former Deputy Chief Minister Tara Chand . Yet it is not known to anyone in which capacity she worked in Deputy CM's Personal Section for a valid reason: she seldom attended office ever since she was attached to this section.
Sources said one close relative of Ghulam Nabi Azad -Rubina Bhat who also happens to kin of Azad's wife Shamima Dev Azad was appointed in J&K Legislative Assembly in the year 2005 when Tara Chand was Speaker of the House. Even though she was appointed after a proper advertisement for the post of Telephone Operator in MLA Hostel Jammu, yet this was done while ignoring merit of hundreds of aspirants(having higher qualification) only because she happened to be close relative of Azad.It was a small gesture of sycophancy by Tara Chand to please Azad as political boss, sources said.
Nepotism and sycophancy culture was seen at its peak when Rubina was promoted out of turn and elevated to the post of Receptionist in 2010 and this was done again by ignoring the seniority list . The move this time initiated at the behest of Secretary of Assembly (also to keep political bosses in good humor) marred the chances of promotion of a deserving incumbent who is now contesting the case in Court of Law, sources further said. However, by this time Tara Chand had become Deputy Chief Minister - a situation which conveniently allowed him to make her 'job' all the more easy and comfortable . She was in no time attached to Personal Section of Deputy Chief Minister . Interestingly, Rubina Bhat remained outside the state for most of time with her family but continued to draw salary and other perks regularly from the office. No one ever raised a query about her continued absence from the duty.
When the GAD issued order directing immediate repatriation of staff attached with Personal Sections of former Ministers to parent departments, Rubina's name very well falls in the list of such employees in the Annexure 'C' of the order. Despite this, sources said her whereabouts are still not known nor did the authorities at helm in the Legislative Assembly till date raise any question about her not reporting to the parent department. While this amounts to flouting of the government order by more than just the employee in question, there are much points that needs to be answered by the concerned: What duty she was assigned while her attachment with DyCM's Personal Section …..and Who will explain her continuous absence from duty despite drawing salary and perks….? Former Deputy Chief Minister shall have to answer the basic question as to what necessitated her attachment in his Personal Section when she was appointed for a post in the Legislative Assembly.
