SRINAGAR, Feb 21: After a wait of two months, Jammu & Kashmir is all set to witness the new government with Peoples Democratic Party (PDP) Patron, Mufti Mohammad Sayeed all set to take oath as the next chief minister in the next few days.
While PDP Patron would be Chief Minister of the state for the next six years, Dr. Nirmal Singh of Bharatiya Janta Party (BJP) would be his deputy and would discharge his duties as the next Deputy Chief Minister of Jammu & Kashmir.
Sources told Early Times that Peoples Democratic Party (PDP) and Bharatiya Janta Party have reached a consensus on the government formation in the state. Both the parties have decided to play 'safe' with contentious issues like Armed Forces Special Powers Act (AFSPA) and Article 370 for the time being.
"Leaders of both the parties have for the time being decided that contentious issue like AFSPA and Article 370 would not be touched upon. A joint consultative committee would be formed to look into these issues. By the time the committee is formed none of the parties or for that matter the party leaders would make any reference to these issues since they have delayed the formation of government in the state," said sources.
Sources said that leaders of both the parties agreed that further statements and counter statements on these issues would complicate the government formation. These leaders also opined that if both the parties stuck to their stated position on these issues then there are chances that government may not be formed.
Sources said that leaders of both PDP and BJP have given clearance to the names of the legislators who would be sworn in as the ministers in the Mufti led coalition government. Both the parties have almost sealed the deal with the stamp of authority being made by Mufti and Prime Minister, Narendra Modi.
"The PDP Patron is likely to meet the Prime Minister on Monday at New Delhi and the formal announcement on the formation of government would be made by these leaders. All the decks have been cleared as of now and the government formation would take place anytime during the next week," said sources.
Sources said that PDP has cleared the names of Abdul Rehman Bhat (Veeri), Mohammad Khalil Bandh, Dr. Haseeb Drabu, Advocate Abdul Haq Khan, Syed Mohammad Altaf Bukhari and Imran Raza Ansari for their inclusion in the next state government. The party has accommodated legislators from South, North and Central Kashmir for representation in the next government in the state.
Sources said that BJP besides Dr. Nirmal Singh has cleared names of Lal Singh, Kavinder Gupta, Bali Ram Bhagat and Sham Lal Chaudhary for their inclusion in the cabinet. Peoples Conference Chairman, Sajad Gani Lone would also be part of the next government in the state.
"The joint consultative committee that would be formed to look into issues like AFSPA and Article 370 would comprise of three members each of PDP and BJP. It would also include some of the members of the think tank including noted academician and international relations expert, Professor Amitabh Mattoo. The committee would study the broader contours of the sticky issues and then only any headway can be made," said sources.
It would be in place to mention here that at the conclusion of last year's assembly elections, PDP emerged as single largest party with 28 seats followed by BJP with 25 seats. National Conference got 15 seats while as Congress 12 seats with independents and others getting seven seats.
