Jammu, Feb 24: As the new government led by PDP is assuming office shortly, the issue of backdoor appointments which thrived in the Assembly Secretariat under NC-Congress rule is set to come under fresh scrutiny, the earlier one ordered none other than the Governor of the state in the year 2011 having been brushed under the carpet meticulously, thanks to political pressure which did not allow things to move an inch to get matters probed.The appointments through illegal and unlawful manner happened for a number of posts now held by both men and women but the matter of a good number of young girls over the years in itself is grave issue as this one is wrapped in allegations of exploitation of some poor girls who nonetheless got these jobs as undeserved lot .
According to the highly placed sources,the Governor of J&K received some complaints in the year 2011 with cases corroborating allegations of corruption nepotism, exploitation with specific mention of illegal backdoor appointments vide complaint letter No. 1483 dated 25.5.11. Responding swiftly to the complaint, Raj Bhawan directed the then Law Secretary J&K to furnish a detailed report. However, under tremendous political pressure he was not allowed to complete probe. Before the Law Secretary could act upon the directions from the Governor's office, he was transferred to another department and this happened at a time which was fag end of his service. As the matter remained under continuous murmur, pertinent to mention here that political Advisor to CM also ordered probe into allegations, albeit again an inconclusive exercise.
While there are different stories entailing each girl entrant, interesting one is about incumbent at no. I Nimphiya Bhat who was first appointed as daily wager in the year 2004 by then Secretary Mohd. Iqbal on the strong recommendation of then Speaker Tara Chand. But she was not confirmed till 2006.In the same year, i.e. 2006, she was within no time removed in somewhat suspicious and mysterious circumstances from the office, a fact which the records of the Assembly Secretariat suggest.To everyone's surprise she was again appointed in the year 2010 by the Secretary Assembly as W&W (Watch and Ward)woman apparently at the behest of political bosses. Within seven months the said girl was again promoted to the post of Data Entry Operator post which was only meant for technical and graduate candidate. She was an undergraduate . As this 'undeserved' move was contested by an employee who happened to be a close kin of one cabinet Minister of NC.
Despite having no desirable qualification, he too was promoted to post of Data Entry Operator.
What stirred up the matter and suggested something foul in appointments was a bold action by a young girl who too was an aspirant of job in the Assembly Secretariat. In the year 2011 , this girl who was post graduate appeared before the Chief Minister at his Private Residence during Public Hearing and forwarded her grievance letter duly signed by her along with poor parents with a request for probe into illegal appointment against the post she was aspiring to get. In her complaint in addition to the details of appointment having been given to someone else, she contended that she had sought the job also on humanitarian ground but same was refused by authorities who ignored her merit too.
The appointment of one Kulsuma Akhter is also on strange and astonishing grounds because her sister resigned from office (in the Assembly Secretariat) and against her post none other than her own sister was adjusted on permanent basis, something which is not seen at least in government offices.In the same manner daughter of one Bashir Ahmed Wani, Ex-PIO Legislative Assemlby/Deputy Secretary Assembly was appointed as orderly. He was sort of 'rewarded' for purportedly hiding true facts or misleading RTI replies.As is the practice seen with few other employees, his daughter after appointment has rarely been seen in office.Irony of the matter is that Chief Information Commissioner may have not time to take cognizance of such acts of PIO.
Madhu Rani is elder sister of one Raj Kumar , an orderly in the Assembly. Both brother and sister have got job in same department, for a reason best known to the authorities. According to the sources one of the cabinet Minister of Congress recommended for both appointments.
Similary one of the NC leader succeeded to appoint his kin Madiha Shah in Assembly Secretariat.
It is also pertinent to mention here that vide Govt. Order No. 638 -GADof 1999 dated 14/6/1999 . The power vested with HoD in relation to appointment of class IV posts were withdrawn by the then government. One interesting yet ironical fact remains that even as the Vigilance Commission has seized the record of illegal appointments following uproar from various quarters, nothing followed as action till date for no one is ready to annoy the big political guns on the recommendations of whom these appointments have been made.
