Fails to punish officials behind flag controversy

JAMMU, Mar 18: The tall claims of the new PDP-BJP dispensation to bring the probity in public life and to get rid of corrupt elements have remained confined to papers only, as some officers who are involved in corruption cases were given plum postings during recent administrative reshuffle.
Sources told Early Times the government handpicking the officers, who were recommended by someone or the other, and their track record being ignored has put a big question mark over the slogan of change which was raised by PDP and BJP during election campaigning.
Just a few days before the government overhauled the administration the Deputy Chief Minister and senior BJP leader Dr Nirmal Singh, while reacting to a circular issued by General Administration Department about state flag, claimed that a conspiracy is being hatched within the administration against the coalition Government. He had claimed that Government has ordered a probe to ascertain how the circular about state flag was issued and whosoever is found guilty would be punished.
The officer, who is believed to have issued the circular to maintain the sanctity of the state flag, was not touched during the recent reshuffle. The circular had left the PDP-BJP government red faced and it could have brought both the coalition partners on "warpath." The GAD later withdrew the circular but till then lot of damage had been done.
Sources said that some bureaucrats who are facing serious corruption charges were given prize postings. "One bureaucrat against whom challan has been produced was given a prize posting. Another senior bureaucrat, who had allotted a tender to a firm in an arbitrary manner after turning down the decision of four member committee, was given a plum posting. In addition to this many bureaucrats who are facing the corruption charges were not even touched while some upright officers fell prey to personal vendetta and were made the scapegoats," sources added.
They said even a former bureaucrat against whom a case has been registered in Crime Branch for issuing a fraudulent state subject certificate as DC Jammu, joined PDP and contested the recent Assembly elections.
Sources told Early Times that the recent administrative reshuffle was based on "political considerations" rather than merit. "Politicians got their way and ensured that they place their own men to guard their bastions. Prior to the new government ordering reshuffle the corrupt officials and the bureaucrats were getting sleepless nights as they were made to believe that times have changed and they would be asked to cool their heels. Unfortunately the new regime has followed the footsteps of its predecessor. It has disappointed the upright officers and common masses who are yearning for a change," said an official.
