Jammu, Mar 22: Two successive terror attacks in Kathua followed by Samba in Jammu rocked both Houses of state legislature on Sunday resulting in disruptions and later walkout by opposition members. As soon as proceedings for the day started in the assembly on Sunday, ruling BJP members stood on their seats shouting anti-Pakistan slogans for perpetrating terror attacks on Indian soil. Few BJP members decrying Pakistan and hailing belt forces trooped into the well of the house. However speaker Kavinder Gupta urged them to maintain calm and return to their seats. Independent MLA Engineer Rashid mocked, 'It is their (BJP) government in state and centre, why are they shouting ".Meanwhile National Conference member Devender Singh Rana who impressed for an adjournment motion to suspend proceeding to hold discussion on twin terror attacks, urged speaker, "These terror attacks were attacks on the integrity of the nation.
I urge you (speaker) to allow the motion and hold discussion". Congress legislative party (CLP) leader, Nawang Rigzin Jora questioned Chief Minister Mufti Mohammad Sayeed remarks that the attacks were committed by 'non state actors'. Were the attacks result of Prime Minister's Narendra Modi's alliance with Mufi Mohd Sayeed?. Is this a conspiracy to weaken the '56 inch' chest"?
As speaker declined to admit their motion, NC members led by former chief minister Omar Abdullah staged walkout from the assembly.
The proceedings in the Upper house too begin on a stormy note, with BJP members shouting Pakistan Hai-Hai and Congress reciprocating with Modi government Hai-Hai.Congress members demanded suspension of proceedings and discussion on twin terror attacks as per their adjournment motion.
NC member Sajjad Kichloo pointed out, "Our chief minister has credited, Pakistan and separatists with peaceful elections in J&K. Both attacks point that there was a grave intelligence failure".Congress members Jugal Kishore, Naresh Gupta accused government of its ineptness to control such attacks. Education minister Nayeem Aklhtar intervened and urged protesting members to pass a resolution of condemning the attacks. Chairman Amrit Malhotra declined to admit the adjournment motion.
"As the budget is going to be presented later, I cannot admit any such adjournment motion and suspend the proceedings", said chairman.
Later in protest opposition Congress and NC stage walkout from the house. Later talking to reporters on walkout by NC, Devender Singh Rana said, "The government is making contradictory statements on terror attacks. Chief Minister says the act was carried by 'non state' actors. New-Delhi is blaming Pakistan for the attack. Some say it was failure of Army and BSF and because of so many contradictions we wanted discussion, which was disallowed".
