| Govt in the state changes, but BJP fails to change Jammu's fate | | Jammu deserves AIIMS | |

JAMMU, Mar 22: "The government in Jammu and Kashmir has changed, but the fate of the people of Jammu region remains unchanged. We had hoped that the new government would end the discriminatory policies towards the neglected people of Jammu region, but what has happened is to the contrary. We had also hoped that the fall of the UPA Government at the Centre and the re-emergence of the BJP-led NDA rule in May 2014 would change the fate of the people of Jammu region by devising and implementing policies which would give a sense of belonging to them, but, unfortunately, it too has not happened. The state government of which the BJP is the second most important constituent and the central government, which is headed by the BJP, have both disappointed the people of Jammu region. Their policies are no different from the earlier regimes. In fact, the new dispensations have turned out to be more Kashmir-centric". These are the views of the concerned citizens of Jammu who have been keeping a close watch on the functioning of the Central Government and state government as far as their attitude towards this region is concerned.
What has disappointed the people of Jammu region is not only their inadequate share in the council of ministers and the state cabinet, as also the fact that none of the vital portfolios like Home, Finance, Planning, Development, Revenue, Agriculture, Employment, Education tourism and Law is with Jammu, but the manner in which Jammu region was denied the opportunity to have an All India Institute of Medical Sciences (AAIMS)-like institute. They had been given to understand by the Union Finance and Information and Broadcasting Minister Arun Jaitley that Jammu will get AAIMS-like institute. Actually, he made this statement on the floor of the Lok Sabha on February 28, the day he presented the budget for 2015-2016. There was no ambiguity in his statement, but it was the state governor's address on March 18 to the joint-session of the state legislature that shocked the people of Jammu region.
The sentence in the governor's address that infuriated the people of Jammu region was "We thank the central government for announcing the setting up of an AIIMS in the Valley and establishment of IIT and IIM for Jammu". It is obvious that that the governor's address had the sanction of the state cabinet. It means the decision to set up Rs 1600 crores worth AIIMS in the Valley was taken after taking on board the BJP which has five ministers in the 17-member cabinet, including the Chief Minister.
It would not be out of place to mention here that the people of Jammu region deserved AIIMS more as compared to the people of Kashmir Valley. Kashmir Valley already has Sher-e-Kashmir Institute of Medical Sciences (SKMIS) at Soura, besides the Government Medical College. As for Jammu, the Jammu Medical College and Hospital is ill-equipped and under-staffed. It is a different story that the Doctors in this College discharge their duties to the best of the ability and capacity.
All this only serves to prove the point that while the government in the state has changed, the plight of the people of Jammu region has not. |
