DC orders inquiry, J&K govt takes accused official to BOSE

JAMMU, Mar 29: Ex-Chief Education Officer (CEO) Baramulla Syed Abdul Rouf, against whom an inquiry has been ordered for affecting large scale transfers in education department Baramullah after his transfer, clandestinely in connivance with some officials of the CEOs office, was transferred and posted in the Headless Jammu and Kashmir State Board of School Education (JKSBSE) on March 19, 2015 vide govt order no. 102-Edu of 2015.
The order has been issued by Commissioner/Secretary School Education Shaleen Kabra. According to this order, Rouf was transferred to the Jammu and Kashmir Board of School Education on deputation for a period of two years as Incharge Joint Secretary (JS) Board of School Education (BOSE) Kashmir. Interestingly, Rouf joined as In-charge Joint Secretary of JKBOSE within hours of transfer order being issued from the civil secretariat, thus making it clear that he knew well in advance about his transfer.
To add to the mockery of rules and regulations, Rouf who was posted in Baramullah is yet to explain how he relieved himself of the charge of CEO Baramullah within a day and joined the BOSE office in Jammu, the same day. Not only this, officials in the Jammu and Kashmir State Board of School Education (BOSE) issued another order within 24 hours, giving the charge of the most vital section of BOSE to Syed Abdul Rouf. He was assigned the charge of Secrecy and General Section of Kashmir division vide govt no. 182-B of 2015 dated 20-03-2015.
Hence, the board gave Rouf the charge of critical component of Board of School Education without even waiting for 24 hours. 7 days after him joining BOSE, Deputy Commissioner Baramullah Peerzada Mushtaq Ahmad ordered inquiry against Syed Abdul Rouf. According to the order issued by DC Baramullah, a three member committee has been constituted to conduct an In-depth enquiry into the large scale transfers which were ordered by Rouf.
Vide order no. DCB/PS/14113-18 dated 26-03-2015; Deputy Commissioner (DC) has referred to the reports, according to which it had been alleged that ex-Chief Education Officer (CEO) Syed Abdul Rouf affected large scale transfers in education department Baramullah clandestinely in connivance with some officials of the CEOs office. Reports further maintained that transfers so effected have been given back dates and there are reports that there was large scale corruption in effecting these transfers.
Deputy Commissioner has said that hundreds of teachers approached his office in this regard and alleged that a number of transfers have been affected in violation of government's transfer policy. Such was the urgency that Rouf even issued transfer orders of the Rehber-e-Taleem teachers in complete contravention of the policy already in place for these appointments. DC further said that in order to ascertain factual position, a three member committee was constituted to conduct an In-depth enquiry into the matter.
Additional Deputy Commissioner Baramulla has been appointed as Convenor while the two other members are Joint Director Planning Baramulla and Assistant Director, Employment & Counselling Centre Baramulla. Committee has asked to seize all the records of CEO office Baramulla and find out transfer orders Issued between 1-2-2015 to 20-3-2015.
Committee has also been asked to scrutinize other relevant records of CEOs office and get leads from the orders furnished by various teachers to District Administration. Pending enquiry, DC ordered that all the transfer orders issued by the Ex-Chief Education Officer (CEO) between the aforementioned periods shall remain in abeyance till further orders. Yet the School Education department transferred Rouf and made him incharge Joint Secretary in the Board of School Education (BOSE), thus giving a clear indication that none would be penalised till they are not proven guilty.
