Kashmiri Hindus and their return

Pandit's community
have never denied to go back to their home land and everybody would like to spend his life time with their brethrens at their native places. The houses belonging to the Kashmiri migrants have either been sold to make their survival or to give education to their children by a section of the community who could not make their ends to meet because of poverty. A good number of the houses were either gutted or forcibly occupied by the other parties with the help of militants.
The houses which are illegally occupied by the locals are still with them despite many requests made by the concerned authorities for vacation, a great chunk of agriculture land orchards costing in crores have illegally been occupied by the other parties and are still under their occupation and are capitalizing for their interests. It is surprising that even the cremation places have not been spared and encroached up, utilized either for residential purposes, bus stands or the approach roads as author himself have seen during his visit to his native place in September 2014.
It is evident fact that the names of religion places of the community in the valley have been changed to Kohi-Sulaiman, Kohi-Maran and Islamabad etc. Even so as to they have not left roads and important places where they have not changed their names and named on their Islamic ethics. The community of Kashmiri Pandits are not only excluded from the four areas of life, economic, political, social and cultural but also ignored and isolated from the daily affairs despite of being the true nationalists as minority in the state.
Return of Kshmiri Pandits cannot be conditional merely to the goodwill of the majority community and has to essentially to be de-linked from such premises. In no democratic and civilized society, does a minority exist and subsist merely on the majority's good will. The real basis of its existence is a strong, stable democratic, political and administrative foundation, where rule of law has to prevail under all circumstances which ensure the political participation of the minorities in the democratic polity of the state. Kashmiri pandit's are religious minority in Kashmir and their return and survival as a distinct ethnic minority is not possible unless they are politically empowered. This is only possible by addressing their Geo-Political aspirations and free flow of Indian constitution.
The security situation leaves much to be desired, it is not merely security against the gun, by against a militant culture, against ideological, psychological pressures and against political hegemony built over the years on Kashmiri Pandit's, against in tolerance, against socio-cultural onslaught, against religious in tolerance etc. The worst enemy is the ideological terrorism unleashed against the Kashmiri Pandit's. It would not be possible for the 3 percent to mingle with the 97 percent who drove them out and can go back to an area where they have scarred memories.
This is not a mere right, this is our demand. It is a very right time that centre and state should come up with the proposal. They should go ahead with the plan which is acceptable to displaced community.
It is easy to say that Kashmiri Pandit's should return to their ancestral properties and live under composite culture and environment, but the fact is that neither there is land for them to live in, nor the atmosphere to move freely. If the both parties (centre and state) are serious and sincere towards the community, they should stop playing politics and find amicable solution by taking the community members into confidence. There are elements who wanted to create problems for the society who do not want to live with his brethren in peaceful atmosphere.
It is unfortunate that whenever issue of return and rehabilitation of Kashmiri Pandit's was raised by the government, the massacres like Sangrampora, Wandhhama, Chittising Pora and Nadimarg took place in Kashmir. These organizations were hand in glove with Pakistan in hatching a conspiracy for mass exodus of Pandit's from valley in 1989-90.
The controversy regarding the re-settlement of Pandit community in Kashmir is absolutely unfortunate and exposes that the mindset of the forces that are hell went to keep the Pandit community in limbo till perpetuity. The government's unilateral statements on the issue of return without any consultation with the prime stake holders show the infirmity of the entire policy and process in this regard.
The union government and J&K government should now come up with a specific and time bound plan not to just rehabilitate Kashmiri Pandit's in the valley but also ensure total safety of their lives, properties and business. It is a human question and should be resolved on humanitarian grounds without pressure and pricks. It is unfortunate on the issue of return and rehabilitation of Kashmiri Pandit's to their native land that the call of hartal and shutdown is being given by the separatist and anti-elements whenever this demand is raised.
Kashmiri Panidt's urged the government to show political will and to avoid being dictated by the terms of the separatists.
They further retreated that they will abide by any decision taken by the government of India, after taking the Kashmiri Pandit's into confidence. Separatists have no right to tell the people where Kashmiri Pandit's and other community should stay, live and do business. It is admitted fact that if they return (to the valley) how the separatists will blackmail the government. They want to keep pot boiling for their vested interests. It became fashion for them to mourn on the death of militant rather than to show sympathy on the killings of innocent people by the militants. They will not be tolerated any more now and pandit's will return to valley on terms and conditions set by the community itself.
The Kashmiri Pandit's do not wish to return to their homes and they left the valley by their own will is white lie and a mere propaganda created by the anti-elements and anti-nationalist, who do not want to live Kashmiri Pandit's in his ancestral place and to enjoy the environment of his own social fabric. The issue can be resolved only through a sense of responsibility and sane realization that the Kashmiri Pandit's are an essential component of Kashmir's Traditional cultural. To instill a sense of confidence in the displaced community, it is important to constitute an authority to oversee the implementation and execution of all welfare schemes meant for Kashmiri Pandit's besides their honourable return and rehabilitation in the valley. They are not immigrants or alien. They have a right to live wherever they want, albeit in an ambience dotted with all sections of the Kashmiri society.
