No action has been taken against those who tried to weaken PDP-BJP coalition
Issuance of controversial circular on state flag: Govt yet to identify "black-sheep" in administration

Jammu, Apr 20: State Government has so far not taken any action against "officers" who were responsible for issuing controversial order on State Flag on March 12, without approval of the Competent Authority. The controversial order, which had almost rocked the PDP-BJP coalition, was withdrawn within 24 hours after strong reaction from Saffron Party but the government had promised to take action against those who were responsible for issuing that circular unilaterally.
An official spokesman, while announcing to withdraw the order, had stated on March that, "The draft of the circular was not approved by the Competent Authority before issue of the same on 12th March, 2015 and as such stands withdrawn with immediate effect. "Appropriate administrative action will be taken after enquiry into the circumstances leading to the issuing of this circular".
Even after passing of five months, no action has been taken in this regard. Higher authorities are failed to even identify the officers who were responsible for issuing that controversial order.
Credible sources in the BJP said that some leaders have asked the ministers to take up this issue with the coalition partner to identify those who were responsible for creating wedge between PDP and BJP.
After flag controversy, Deputy Chief Minister Nirmal Singh on March 14 had accused "some elements" in the administration of hatching conspiracies to destabilise the PDP-BJP government". He had promised that said action will be taken against the "conspirators".
"A major attempt (with regard to State flag issue) was made to destabilise the government. But when we debated the issue within the government, and reaction we got from big people, I can say with confidence a big conspiracy was hatched against the government," Singh had told reporters on March 14. He had admitted that there were conspiracies before this flag issue and in future "we expect such conspiracies".
While admitting that some elements in the administration was working to weaken this regime, Dr Singh had admitted that there were some people in this administration, either they were not playing their role or they were..."They had to play the role of informing the government, which is highest body". When asked if the government would punish those responsible, Singh had assured, "Definitely, action would be taken."
