Jammu, Apr 27: As PDP-BJP government is all set to enter its third month of existence, the political executive is yet to tighten its grip over bureaucracy in the state, courtesy inexperienced ministers in the coalition who do have neither familiarity with the functioning of their departments nor have full facts by their side as to how babus carried on with the previous government. The functioning in most of the departments with new ministers is facing this predicament due to lack of information and knowledge which is only available with the bureaucrats.
Sources said even as Chief Minister Mufti Mohammad Sayeed led government is committed towards providing effective and performance oriented government to people, for some ministers the task is proving to be daunting and formidable as they are not yet equipped with 'tools' that would enable them to have full control over bureaucracy in their respective departments. This difficulty is more with some ministers in the BJP for whom it is not only the debutant assignments but have been elected as MLAs for the first time, sources said adding that a couple of novices are virtually facing dilemma of handling the senior officers with command.
Sources further said lack of complete knowledge about the working of the departments they head coupled with their inexperience is allowing the bureaucrats to have upper hand in vital matters and running of affairs. All the decisions with regard to key matters including transfers are still decided and finalized by the babus, leaving no scope for the ministers to intervene as the latter are still in the process of acquainting themselves with the working of bureaucracy. In one of the important ministries with BJP, the first time minister instead of talking tough in a meeting with the officers, behaved in a meek manner that reflected complex in the conduct unbecoming of any minister, said the sources adding that his uncalled for uttering about language problem only gave boost to superiority complex of the babus.
This, sources said is not only telling upon the working of the respective ministries, but deepening the distance with officers who are taking this as edge in having complete say in the vital affairs as also the routine matters. The ministers barring two or three in PDP are also not able to keep the bureaucrats on toes , something which was a norm in the previous PDP-Congress government when stalwarts like Muzaffar Baig and Tariq Hamid Qarra were on board as senior ministers.
There was scare among the officers particularly for Baig who would stiffen the noose with respect to working of administration, sources said adding that this time there is no such fear or scare about any minister as yet. |
