Water, water everywhere, not a drop to drink!
For 15 yrs, Kishtwar village sans water

Kishtwar, July 2: Upper Poochal area of Kishtwar district is facing acute shortage of water for around 15 years as the PHE department has failed to restore water supply to the local water reservoir that caters to the local inhabitants.
Many local residents told Early Times that two months ago they met MoS Revenue Sunil Kumar Sharma who issued necessary directions to officials of the PHE department. "But even after more than two months nothing was done by the department," they said.
"We are facing acute water crisis for around 15 years. The PHE division Kishtwar has miserably failed to address the problem," said Pralad Sharma.
Sharma showed a copy of an application submitted by the villagers to Executive Engineer PHE division Kishtwar in February 2000. He said every year people are visiting the local PHE offices and the officials have nothing to offer except for empty promises and assurances.
Another resident Rishi Kumar said that despite having a water reservoir in the area with 40,000 gallon storage capacity, the area sans water. He said the single gravity line was provided to two water reservoirs. While the one reservoir is at downstream, another is at upstream, as a result of which the water pressure fails to reach the water reservoir situated in their village. He said the water junction at Dak Bungalow Kishtwar is situated at lower elevation than the Upper Poochal reservoir, as a result of which the water pressure fails to reach the water reservoir.
An elderly person Radha Krishan said that until and unless the PHE department will provide an alternative gravity line exclusively for the reservoir, the crisis will continue. He said that he and his wife have to pull a water pump to fetch water. "It is really a difficult time for both of us," he said.
When contacted, Executive Engineer PHE division Kishtwar N N Raina said that with the functioning of second water lift, the water crisis in the town has somehow been addressed.
He said that Poochal gravity line along with other gravity lines is been supplied with 6 inch main gravity line. He assured that he will enquire why the water pressure fails to reach Upper Poochal water reservoir.
Meanwhile, Executive Engineer DD Kishtwar, Asgar Ali Ishrat, denied that his department delayed shifting of transformer to the water lift. He said that the department finished the shifting work in advance and the delay for the same was on PHE's part and not that off PDD as was earlier reported by the Early Times.
