Termination of dead woods and corrupt officials

sion of J&K Govt. re
garding termination of dead woods / corrupt officials has ended with falling of axe on 63 officials and straight way their dismissal form Govt. services, Chief Minister of J&K and his cabinet team deserve all appreciation and gratitude. The decision which was expected earlier has got materialized now. However, much ado about nothing. There are many more in civil and police administration like HOD's , IAS, IPS, IFS and also in political circle like Ex MLA's Ex- ministers who have also accumulated huge wealth, need thorough investigation and screening either by CBI or other authorized agencies so that the culprits are brought to book and penalized as per the law of the land. These people have looted the govt. ex-chequers in a open day and never bothered that some body will come and ask you that form where you have collected the wealth. These corrupt officials are living in palatial bungalows constructed either on public land or govt. land like forest and JDA encroached land. This included Ex- MLA's and ex ministers.
If their early family background is calculated they were hand to mouth, not all but a few of them and if now, there is wealth if calculated they are in billion and trillions besides huge chunk of illegal and grabbed big land with the help of land grabbers.
Though it is very easy to catch small fish but very tough to catch big one because it has influence and money power. The Govt. small officials are source of either income for big officers, MLA's and ministers. There are some officers in different departments who are posted on contract basis and pay to higher up either on monthly basis or half yearly basis or on yearly basis otherwise these officers can not continue for long time on such prized posts.
In the previous govt. rates were fixed for transfers and ministers willfully involved. Some of the PRO's of ministers were acting as conduit or tout for ministers.
Now, the present coulition govt. of PDP and BJP headed by Mufti Mohd Sayeed had come into existence on the basis of common minimum programme which includes development of all the three regions uniformly. Zero tolerance for corruption clean and corruption free govt. transparency and accountability. Peace and tranquility in the state, removal of unemployment, establishment of various units like industries AIIMS, IITs and completion of all on going works in the state in a stipulated time frame work.
The corruption free govt. is the need of hour for speedy development. The periodical screening of all state functionaries which include IAS, IPS, IFS, HOD's their property statement (annually) TDS and comparing the same with their ground position needs immediate attention. Strengthening of SVO with the induction of officers of high integrity and honesty. The holistic approach of govt. will justify its action. There have been instances in the past that papers work speaks of everything but there is nothing on the ground. The officials are mostly doing these things inconviance with higher ups. Still there are nexus in the govt. which the previous govt have left behind and the present dispensation has to penetrate in the nexus so that the chronic diseases are treated and cured. There are certain centrally sponsored schemes which are implemented in the state through various agencies. This aspect also needs a strict watch and ward. It is often seen that huge amount of budget from CSS are swallowed by executive officers of implementing agencies.
In most of the departments work culture is missing and targets are not completed in time. Officers heading such departments must be taken to task and if found inefficient should be shown the door dishonest officer has no place until and unless he performs and produces results.
The state has already passed though a great period of turmoil and development of all the three regions is of paramount importance besides maintaining the law and order in the state Cutting of forests, grabbing of forest lands has totally disturbed the ecological balance in the state leading to frequent flood and natural calamites. Agricultural land is being converted into a big constructions, the revenue officials are fully involved and there is nexus between big land brokers and revenue officials. This is a brazen loot, no body has put a check on such undesirable activities. These are in contrary to land revenue acquition rules.
The corruption is a deep rooted diseases, it needs uprooting from top to bottom but not from bottom to top. When there is increase in crime, there will be increase in corruption. So it will take time to nip the evils from the bud. The termination of 63 officials / officers must act a lesson for others and who still dare to adopt a wrong path in serving the people only God can save them. After all it is well said that "Char din chor ke, ek din sad ka"
The axe should also fall on political leaders who have spent crores of rupees in election eagerly waiting for release of funds by the govt so that they could recover the same in phased manner and time is not far when people will expose them publically. Fixing of commission with contractors upto 25% will automatically come up on various works under their respective constituencies.
While deciding cases of corruption Govt should not exercise restraint on blue eyed person whether they are in administration or politics, justice must prevail to end the discrimination. It is cynical on few govt. functionaries who are still in govt job. The process of sorting and culling of dead woods and corrupt officials / officers will lead to the excellent work culture in the govt. officers and govt. must proceed with holistic approach
The officials / officers who are dedicated , honest and sincere to their work and duties should be rewarded and honoured on 15th of August or on 26th of January every year so that a good message goes to all other who are in the govt job.
