Modi no longer swears by talks & terror can't co-exist

It is rare if lovers change their heart be-
cause they are not prepared to face infi-
delity charge. But the case with politicians and political parties seems to be different. These political leaders change their heart, their outlook and policies depending on the change of situation. And one should give credit to politicians if they keep on changing their policies, stance and heart with marked change in the political situation in a country or in a state. And this is what the BJP seems to have undergone. When in the opposition its top leaders would berate the Congress that led the UPA Government for ten years whenever the Congress leadership planned to resume talks with Pakistan. And the BJP would tell the Congress, in plain terms, that talks and terror should not go together. The BJP's formula was talks and terror cannot co-exist which means if Islamabad was keen to hold bilateral talks with New Delhi the former should, first of all, initiate steps for ending export of terror from the soil of Pakistan. Well the BJP is in power in the Centre and shares power with the PDP in Jammu and Kashmir. This way the BJP's responsibility has multiplied and it no longer can adopted highly anti-Pakistan stance and that too when the Prime Minister, Narendra Modi, has pledged to promote cordial ties with all nations, especially with India's neighbouring countries.
This commitment has taken Modi to various nations and has interacted with heads of scores of countries, including the US President, Chinese President and the heads of the Governments in Japan, Australia, the UK, Russia, Pakistan, Bhutan, Sri Lanka, Nepal and other countries. It is in this connection that New Delhi has not choked the channels of dialogue with Islamabad despite the fact that India has been facing a series of provocations from Pakistan. If Modi reacts to repeated ceasefire violations by the Pakistani troops and cancels the NSA level talks it would give Modi a bad name and he may be blamed for violating his own commitment. Hence if the state unit of the BJP has supported Modi for his urge to keep open the channels of dialogue, the BJP in Jammu and Kashmir is simply echoing the sentiments of majority of people and political leaders. And the spokesman of the state unit of the BJP, Arun Gupta has stated that the BJP has bigger aspirations and is trying to make Pakistan understand the dividends of peace. Dialogue process with Pakistan is important to realize ambitious economic development of India.That is possibly the reason for New Delhi to keep the channels of dialogue open despite provocation on the LoC and the IB in Jammu and Kashmir and in the light of growing terrorist strikes in Kashmir in which several security personnel, including those from the police, were killed and several others were wounded.
Gradually the BJP led NDA Government seems to have learnt the tricks of trade. That should have motivated it to keep the process of dialogue alive notwithstanding mortar and gun fire resorted to by the Pakistani troops on the LoC and the IB in Jammu and Kashmir. Credit should be given to Modi that he has not lost his cool because he knows that the Indian security forces, the Army and the BSF, are in a position to retaliate with force and fury whenever the Pakistani troops violate ceasefire on the border. And it was the same Modi who had called off Foreign S ecretary level talks with Pakistan a year ago when the Pakistan High Commissioner, Abdul Basit, had invited Kashmiri separatists to a tea party in the embassy premises. Abdul Basit had turned down the instructions that had gone to him from New Delhi asking him not to invite Kashmiri separatists to the embassy. Invitation to separatists is a minor issue when compared to ceasefire violations by Pakistani troops but India does not want to allow Islamabad any opportunity to hold New Delhi responsible for scuttling the process of dialogue. That should be the reason for the BJP whether at the national level or at the state level to support Modi's offer for holding NSA level talks with Pakistan. And Islamabad has decided to renew its bid for motivating New Delhi for holding Foreign Secretary level talks. And this way Modi and the BJP have change their earlier stance linking talks with peace. Talks and terror cannot co-exist is no longer a time tested principle for Modi.
