Revenue officers involved in encroachment of Govt land
Enquiry Committee submits report to DC Doda

Jammu, Aug 27: The officials of Tehsil office Thathri of district Doda are found involved in facilitating encroachment of several Kanals of land belonging to Animal Husbandry department, by tampering revenue records.
Sources informed Early Times that an Enquiry Committee was constituted by Deputy Commissioner Doda, to ascertain the allegations of encroachment of Animal Husbandry Department's land in tehsil Thathri.
According to the report of three members' Enquiry Committee comprising Assistant Commissioner (Revenue) Doda, SDM Thathri, Tehsildar of Dy Commissioner office Doda, which was submitted to DC Doda, has found the involvement of officers of tehsil office Thathri.
The enquiry report submitted before DC revealed that the three member team visited the spot twice on 17/6/2015 and 30/6/2015 and the perusal of Khasra Girdawari revealed that survey number 2,3,4,5 and 6 measuring 31 Kanal 18 Marlas of Revenue village Thathri vide final award number 137/LAC/652-55 datd 24/1/1978 stood transferred to Sheep Husbandry department.
The Enquiry Committee conducted the field demarcation on spot in presence of officials and found that to the north of area of Sheep Husbandry Department of Bandobasti pathway falling in Khasra number 1/1 of village Thathri existed which as on date has been constructed as link road.
The report further reads as, "the north of the Bandobasti pathway is Khasra no. 803 of Revenue village Barshalla in which, case in favour of Mansor Ahmed son of Ghulam Hassan Batt resident of Thathri has been processed and recommended for vesting of ownership rights under Roshni Scheme Act 2004 for land measuring 3 Kanals but on spot the land is situated in village Thathri and not in village Barshalla and too within the acquired land of Sheep Husbandry."
The enquiry committee explicitly made it clear that the Roshni case favouring Mansoor Ahmed has been processed in back date.
"Revenue records have been overwritten and mutilated. The entry in favour of Mansoor Ahmed has been made illegally during Rabi 2002 in back date. The cutting, overwriting and insertion in Khasra Gardawri Register of village Barshall Tehsil Thathri during Rabi 2002, Rabi 2004 and Rabi 2009 clearly establish that the file has been processed and recommended in back date, which is illegal", it reads.
In the report three members further said, "the file has been shown to have been dispatched on 22/1/2011 and has been received in Deputy Commissioner's office on 20/10/2014, which again proves that the case has been processed in back date which indicates that official of Tehsil office Thathri are involved in this illegal activity".
So far as encroachment of land belonging to R&B department is concerned, it is submitted that building belonging to department stand constructed on spot, which is not recorded in revenue records, towards western end of R&B land falling in Khasra number 1136/516 Shamlt Deh, the report further reads, an entry has been made in favour of Nasir Hussian (10 Marlas) and Muhammad Asif (9 Marlas) son of Muhammad Amin, out of Maqbooza Malikan and the same has been shown to have been done during Khrief 2003.
"Persual of register Khasra Girdawri of village Thathri shows the cutting and overwriting against the said entry, which reflects that the entry has not been done on spot and has been done in later stage in back dage which is illegal", the report further reads as.
The concluding paragraph of report reads, "The same land stands transferred to Mansoor Ahmed son of Ghulam Hassan Batt through sale deed vide Mutation no. 992 and 993. On spot inspection of land showed that the land lies along the side of Nallah and on spot measured only ten and a half marla as against (19 Marlas) transferred through sale deed".
It was further observed that no Titma Shajra has been prepared with these two mutations that could held to ascertain whether the spot lies in state land or Shamlat land as in the same Khasra number State Land as well as Shamlat land stand recorded, it concluded.
Deputy Commissioner's Bupinder Kumar (IAS) was not contacted as his cell was switched off.
Divisional Commissioner Jammu Pawan Kotwal said that if the involvement of officials of Tehsil office Thathri was found in the enquiry conducted, action as per law would be taken against the officials.
