Momentum of change missing in J&K ?

People in Jammu and Kashmir,to be specific voters in the northern state,had voted against the National Conference and the Congress in 2014 Assembly election for experiencing change. Political change. And in achieving this aim the voters felt that they have to vote in favour of the PDP in the Kashmir valley and in favour of the BJP in the region of Jammu.And their vote forced the National Conference and the Congress to lose power and the PDP and the BJP to gain power.More than seven months have been completed by the PDP-BJP coalition Government but there are no signs of change. In fact no favourable political winds blow in Jammu and Kashmir since the BJP-PDP coalition Government has been installed.In reality the ground realities paint a grim picture as far as the security situation is concerned. During the last over seven months security situation has become somewhat difficult than one had experienced during the six years of NC-Congress coalition Government. Well the main factor behind the difficult security scenario has been the continued machinations of Pakistan Army and Pak extremists besides sudden increase in the activities of militants within the state,particularly in the Kashmir valley.
During the last over seven months Pakistan Army and the R angers have enhanced the level of conflict on the LOC and on the IB in Jammu and Kashmir by resorting to repeated ceasefire violations. Militants,operarting in the Kashmir valley,have engaged security forces in a number of encounters in which more than a dozen security personnel were killed and 15 others injured. Though more than 20 militants were killed and 25 were injured or arrested in these encounters the level of militancy related violence has not declined. Hence people do not get time or an opportunity for expecting winds of change blowing in the state. And one does feel surprised over the latest announcement from the PDP Chief,Mehbooba Mufti. Who has stated that the Assembly elections of 2014 had set the momentum for change in Jammu and Kashmir and its results would be visible on the ground soon.She believes that people will soon see tangible transformation in every sector as several significant initiatives have been launched by the government to address the issues of development and governance deficit in the state.
The politics of deceit, exploitation and neglect, practised by the National Conference all these years, has reached its dead end and people have started looking towards the present government with a lot of expectations is her strong belief. The PDP president has said the most daring challenge for the party was to be with the people, show solidarity with them and give them the much-needed sense of security and relief on the development front.
What ever Mehbooba has stated seems to be quite apt for a sermon which she could have delivered at a congregation. But if people have voted for change, they expect change on the ground. And if people have started believing that there is no Government in Jammu and Kashmir they are not to be blamed.It is almost political chaos couple of difficult security scenario.Well Mehbooba Mufti is supposed to know better than common people that Lashkar-i-Toiba has started luring educated boys to join the outfit and in order to foil such nefarious designs the PDP should initiate measures for increasing job avenues. What is a matter of concern and shame for the state unit of the BJP is its failure to persuade the BJP led NDA Government in the centre to release special financial package which could cover relief to flood affected people and make funds available for power generation.What happened to the central Government's announcement on two AIIMs,one for Srinagar and another for Jammu ? Nobody knows when the state had been asked to identify 200 acres of land for the AIIMs in Kashmir and Jammu. Resolve unemployment, increase investment in the sector of industry,remove regional discrimination and poverty,reduce imports of foodgrain and other items by increasing farm production are some of the issues that needs the coalition Government's attention. Once these problems are resolved not only Mehbooba but people in the state would be able to experience change.
