Govt deptts fail to submit monthly progress reports of CSS, annual plan on time

Jammu, Sept 4: In the backdrop of embezzlement of funds in various Centrally Sponsored Schemes (CSS), the Union Government had devised a policy to take monthly progress reports of all works being executed under the scheme. In J&K, however, majority of departments have failed to submit reports.
Sources told Early Times that the issue was discussed in a recently held high level meeting of administrative secretaries after which the Government took serious notice of it.
A notice was also circulated to all the Government departments. It read: "Monthly progress reports under annual plan and CSS are not being submitted on time along with adequate details and notable achievements, compelling the departments to submit tentative progress reports to higher authorities."
Sources said the Union Government has taken serious view of the matter and reprimanded the State Government for not adhering to the fresh guidelines issued for sending actual monthly progress reports, instead of tentative. "The possibilities of embezzlement are minimized if monthly progress reports would be submitted as Union Government has also asked to submit reports along with photos of work done," sources said.
They said the monitoring by Union Ministry reduced the chances of embezzlements but the practice adopted by various Government departments in J&K has defeated its purpose.
Sources said that in view of non-serious attitude of Government departments, the State Government recently asked all department administrative secretaries to have a review of the CSS on 15th of every month to know physical/financial progress. "The head of departments were also directed to submit monthly progress reports by 7th of every month," sources said.
The State Government has also made it clear to all the departments that the implementation of plan would be strictly as per the guidelines and approved components and no deviation would be allowed.
