HC sets aside ACR's order, directs distribution of solar lights as per sanctioned list

Kishtwar Sept 30: In violation of directions of High Court of Jammu and Kashmir, controversial Assistant Commissioner Revenue (ACR) Kishtwar today distributed the Solar Lights among the 28 beneficiaries in Dool area of Kishtwar District who were not in the list of the beneficiaries authenticated by the former Deputy Commissioner Kishtwar Javed Ahmed Khan and endorsed by the High Court in its order dated 24-09-2015.
As per the details available with "Early Times", Justice Tashi Rabastan in a petition filled by 54 year old Abdul Rasheed Magrey son of Abdul Gani Magrey resident of Village Nowapachi, Tehsil Marwah and District Kishtwar vide OWP No. 177/201, MP No. 246/2015 against the order No. ACR/K/2015/560 dated 10-06-2015 of ACR Kishtwar directed Commissioner Secretary to Government Science and Technology Department, District Development Commissioner Kishtwar, Chief Executive Officer Jammu and Kashmir Energy Development Agency (JKEDA), Science and Technology Department and District Officer JKEDA vide order dated 24-09-2015 to adhere to the list of the beneficiaries authenticated and signed by DC Kishtwar on 9-02-2015, but despite the clear cut directions from the High Court, ACR Kishtwar Dr. Khalid Hussain Malik visited the Dool area along with the officials of JKEDA and distributed the solar lights in violation of directions of the HC.
As per the HC court order, petitioner counsel A H Qazi stated that the said communication issued by the ACR Kishtwar was at behest of one surrendered militant and because of said communication; the entire process has been held up.
While talking to "Early Times" the petitioner Abdul Rasheed Magrey said that ACR Kishtwar order No. ACR/K/2015/560 dated 10-06-2015 is a politically motivated order with the aim to deny the benefit to the poor people of Marwah, Warwan and Dachhan and other areas of Kishtwar District added that since the list of the beneficiaries was sanctioned and authenticated by the DC Kishtwar, being as junior to DC Kishtwar, ACR Kishtwar has no jurisdiction to stay the list and order for re-verification of the same. As per the details available with "Early times", government of India sanctioned 12500 solar lights for Kishtwar constituency and 8000 for Inderwal Constituency at subsidized rates for bad pocket areas including the partially electrified and un-electrified areas and the responsibility of the distribution of these solar lights has been entrusted to JKEDA, but even after dumping of these solar lights by the JKEDA nearly a year ago, these solar lights are yet to be distributed due to delay on part of one or other reason by the administration, thus threatening the life of the battery as if these solar light remains unused for longer duration can affect the life of battery supplied by the JKEDA with solar light kit.
It is pertinent to mention that several areas of Kishtwar District including Marwah, Warwan, parts of Dachhan, Machail, parts of Chatroo, Saroor, Sarthal are still without electricity .
