Jammu, Sept 30: The National Human Rights Commission (NHRC) has placed Jammu and Kashmir among the states with highest number of human rights violations in the last three years. Moreover, despite huge number of police personnel found involved in human rights violations, disciplinary action has not been initiated against a single public servant so far. The National Human Rights Commission in its latest report for the last three years till July 15, 2015 has recorded 1237 cases registered, which also exposed the claims of zero tolerance against the HR violations. A total of 411 cases were registered in 2012-13, out of which 395 were disposed off while 16 remained pending, while in 2013-14, 389 cases were registered out of which 324 were disposed off and 65 remained pending. The figure of HR violations showed a very slight reduction in year 2014-15, with 369 cases were registered out of which 304 were disposed off and 65 remained pending and in the last three months from 1/4/2015 to 15/7/2015, recording 68 cases of HR violations out of which 58 were disposed off while 10 remained pending. Moreover, a large number of police personnel were also found involved in human rights violations. In the year 2012-13, 92 cases of HR violations were registered against police personnel out of which 87 cases were disposed off and five cases remained pending. The number declined to some extent and in 2013-14, a total of 68 cases were registered against police personnel out of which 51 were disposed off while 17 remained pending and in the year 2014-15, 47 cases were registered out of which 33 were disposed off and 14 were pending. In the last three months from 1/4/2015 to 15/7/2015, 14 cases were registered against police personnel out of which 11 were disposed off and 3 are still pending. It is also very surprising to find that those who are supposed to protect human rights violations are turned into human right violators, but it is also surprising to find that no disciplinary action or prosecution had been recommended against any public servant by Jammu and Kashmir government in last three years, NHRC data revealed. Moreover, human rights violations in prisons of Jammu and Kashmir are also recorded by NHRC, which found that 9 cases were registered for violation of HR in prisons in 2012-13 out of which 7 were disposed off and 2 remained pending. In the year 2013-14, a total of 13 cases were registered out of which only 2 were disposed off and 11 remained pending and in 2014-15, 9 cases were registered but not a single case was disposed off and all nine cases remained pending. Besides in three months of 2015 from April 2015 to July, 2015, only one case is registered in prisons. |
