JU disengages HGRCC's JRFs
University cannot escape from its commitment: Court

Jammu, Sept 30: Determined to shut Human Genetics Research cum Counseling Centre (HGRCC), the administration of university of Jammu, after disengaging some employees, has now disengaged JRFs.
Though, the High court has cleared that the university cannot escape from written commitment to run the Centre.
Documents possessed by Early Times reveal that the University of Jammu on Wednesday disengaged five JRFs. "A meeting of the committee constituted to look into the functioning of the HGRCC was held in the office of Vice Chancellor on September 8, 2015 wherein it was recommended that JRFs Jyotdeep Kour, Dr Surbhi Sethi, Rohit Bhardwal, Ravi Sharma and Meenakshi Sharma engaged in the centre are disengaged, as no extension received by the university from the funding agency", order number DRS/15/6843-51, dated September 29, 2015 read.
The administration in its dictate has mentioned that the pending wages would be cleared after receiving funds from funding agency. Moreover, the order of disengagement of JRFs issued in end of September stating therein that they were being disengaged from July 31, 2015.
"The pending wages if any, upto the period July 31, 2015 shall be released on receipt of funds from the funding agency subject to the satisfactory work and conduct report of the concerned", the order reads.
Interestingly, on same day the high court had stayed disengagement of earlier, disengagement of employee. "It is contended that in terms of clause 5 of the government order No 37-ST of 2006 dated November 22, 2006 J&K State Science and Technology Council was the coordinating-cum-sponsoring agency and it was provided that once the state and central assistance ceases under the project called HGRCC at Jammu University, the university shall have to take over the Centre full on its resources", the court quoted govt's order for establishing the Centre.
The court said that the university could not escape from written commitment. "It is further contended that the university cannot escape from its liability under the written commitment given with regard to sustainability of the project", copy of court with ET, reads.
