Rural students suffer as HED fails to post faculty in peripheral Colleges
Exams start from Dec 1, most of syllabus untouched

Jammu, Nov 24: The failure of Higher Education department to transfer influential permanent lecturers from overstaffed colleges of capital cities to those of rural areas, has put future of hundreds of students in these colleges into darkness as exams are approaching but most of syllabus is still untouched.
In the last few years, students from several rural area colleges including Billawar Degree College, Basohli Degree College, Kathua Degree College, Anantnag Degree College beside others, have been staging protest demanding postponing of the exams but so far there is no word from officials of either University of Jammu or Higher Education department.
The exams of First Semester are scheduled to start from first week of December besides the exams of 3rd Semester of three year degree course are scheduled to start from third week of December but syllabus of most of subjects is still untouched.
A college assistant Professor, pleading anonymity said that the root cause of problem was the failure of department to transfer permanent faculty members to rural area colleges. "Majority of Government Degree Colleges in rural areas and even in district headquarters are running short of permanent faculty members. Except colleges of capital cities, other colleges are being run on temporary academic arrangement", the assistant professor said.
He further said that the syllabus of 3rd semester was only partially completed and students were likely to suffer if exams were held as per scheduled time. "There is no fault of students but the administration is responsible. University of Jammu has declared the dates of exams, which left students confused and infuriated", the official said.
A student of Billawar college said that the class work was started in Mid July, but due to paucity of staff, the academic arrangement staff was deputed some time back, how the syllabus could be covered in all rural area colleges, which were dependent on only academic arrangement staff.
He demanded that the exams must be postponed, taking into consideration the legal hiccups which stalled the process of deputing academic arrangement staff, which consequently delayed the coverage of syllabus.
Controller of Examination JU, Sanjeev Mahajan said that University had communicated the date-sheet to all the colleges on 22nd of September. "It was nearly 70 days prior to scheduled exams. We are all prepared and the exams will be held as per schedule", he said.
He further said that if there would be delay of exams, the result of last batch would also be declared late, which consequently would delay PG courses. "The delay of results will hinder the students from taking admission in PG courses in other universities", he said.
